The Bac Ninh - Pha Lai expressway, the section from Ring Road 4 to National Highway 18, is part of the Noi Bai - Bac Ninh - Ha Long expressway (CT.09) with investment scheduled to begin before 2030.
The People's Committee of Bac Ninh province has recently sent a document to the Ministry of Transport regarding the investment and construction of the Bac Ninh – Pha Lai expressway, specifically the section from Ring Road 4 to National Highway 18.
This is the investment project for the construction of the National Highway 18 expressway, the section from the Yen Gia intersection (Ring Road 4) to the old National Highway 18 in Bac Ninh province, 10.3 km long, with the starting point at Km0+00 (intersecting with Ring Road 4); and the ending point at Km10+300 (intersecting with National Highway 18).
The project's route is implemented in accordance with the Road Network Planning for the period 2021-2030, with a vision to 2050, approved by Decision No. 1589/QD-TTg dated December 8, 2023, of the Prime Minister .
The project has a planned cross-section width of 100m, but at this stage, the People's Committee of Bac Giang province proposes carrying out land clearance according to the planned cross-section (100m), investing in parallel roads on both sides with a cross-section of 12m wide roadbed and 11m wide road surface on each side.
The project's funding is approximately 3,600 billion VND, sourced from the Bac Ninh Provincial budget and other legal sources.
Previously, at the end of January 2020, the investment project to build the Bac Ninh - Hai Duong expressway, the section passing through Bac Ninh province (total length 20 km), was approved by the Prime Minister for investment under the PPP method, specifically a BT contract, and the People's Committee of Bac Ninh province was assigned as the competent state agency to implement it.
However, on June 18, 2020, the National Assembly enacted the Law on Investment under the PPP (Public-Private Partnership) method. Accordingly, the project falls under the category of projects to be abolished from the BT (Build-Transfer) model.
According to the People's Committee of Bac Ninh province, the Bac Ninh - Hai Duong expressway section passing through Bac Ninh province, from Ring Road 4 to the Hanoi - Bac Giang expressway (approximately 9.7 km), is currently being implemented as part of the Hanoi Capital Region Ring Road 4 Construction Investment Project. Construction is underway, with basic completion expected in 2026 and commissioning from 2027.
“Therefore, the construction of the Bac Ninh – Pha Lai expressway, the section from Ring Road 4 to National Highway 18, will contribute to the completion of the Bac Ninh - Hai Duong expressway section through Bac Ninh province, synchronizing transportation infrastructure, connecting Ring Road 4 - Capital Region with concentrated industrial zones in the provinces north of Hanoi, while creating urban development space, contributing to socio-economic development, and ensuring traffic safety in the locality,” said Mr. Ngo Tan Phuong, Vice Chairman of the People's Committee of Bac Giang province.
