An investment of 8,981 billion VND will be made to build the Dau Giay - Tan Phu expressway, phase 1.

The first phase of the Dau Giay - Tan Phu expressway construction project, spanning 60.24 km, is one of the important segments of the Dau Giay - Lien Khuong expressway.

The Minister of Transport has just signed Decision No. 954/QD-BGTVT approving the investment project for the construction of the Dau Giay - Tan Phu expressway (phase 1) using the PPP method.

The project has a length of 60.24 km, with the starting point (Km0+000) at the intersection with National Highway 1, connecting to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, located in Dau Giay town, Thong Nhat district, Dong Nai province; the end point: at Km60+243.83 (at the end of the intersection with National Highway 20), connecting to the Tan Phu (Dong Nai) - Bao Loc (Lam Dong) Expressway project, located in Phu Trung commune, Tan Phu district, Dong Nai province.

The entire length of the route included in the Project lies entirely within the districts of Thong Nhat, Xuan Loc, Dinh Quan, and Tan Phu in Dong Nai province.

In its completed phase, the Dau Giay - Tan Phu expressway will be a Class 100 expressway, with 4 lanes, a cross-section of 24.75m, and a design speed of 100 km/h. In Phase 1, the geometric elements (plan and longitudinal profile) of the route meet the standards of a Class 100 expressway, with 4 lanes and a roadbed width of 17m.

At locations involving weak soil treatment, high-level excavation and embankment, interchange areas, emergency stopping sections, and bridge structures on the expressway, the cross-section design follows the scale of the completed phase with a roadbed width of 24.75m.

Within the project area, five interchanges will be constructed, with four interchanges to be invested in during phase 1 and one interchange planned for completion.

Specifically, the Dau Giay interchange (Km0+000), connecting the Ho Chi Minh City - Long Thanh - Dau Giay expressway and National Highway 1, has been upgraded to a cloverleaf interchange; the interchange branches have 1-2 lanes.

The DT.763 interchange (approximately Km16+500) connects the expressway with National Highway 20 and National Highway 1 via DT.763; the interchange is trumpet-shaped; the interchange branches have 1-2 lanes.

The Cao Cang interchange (approximately Km38+000) connects the expressway with National Highway 20, the center of Dinh Quan district and Duc Linh district, Binh Thuan province; it is a trumpet-shaped interchange; the interchange branches have 1-2 lanes. The Tan Phu interchange (Km57+700) connects the expressway with National Highway 20, the center of Tan Phu district; it is a trumpet-shaped interchange; the interchange branches have 1-2 lanes.

At the intersection with Provincial Road 770B (approximately Km10+400), the immediate plan is to invest in a flyover directly over the expressway; the completion of the interchange will be carried out at an appropriate time.

According to Decision No. 954, the project involves the construction of 26 bridges on cross-river roads over the expressway and 4 bridges on the expressway overpass branches; and the arrangement of 24 pedestrian underpasses combined with several underpasses under bridges along the main route to meet the needs of connecting residents on both sides of the expressway.

In addition, the project also constructs approximately 31 km of access roads combined with a system of pedestrian underpasses, overpasses, and existing roads to ensure traffic connectivity and minimize impact on the lives of residents on both sides of the route; the road scale is classified as rural road level B. For sections of the route that overlap with existing roads, replacement roads will be constructed to a scale equivalent to the existing roads.

The project involves investing in a complete system of equipment on the expressway, interchange branches, traffic control center, management software, etc., to serve the management and operation of the expressway, ensuring smooth, safe, efficient, timely, convenient, and environmentally friendly traffic.

The structure of an intelligent traffic management system includes the following main components: surveillance camera system; vehicle detection system; changing information signage system; digital transmission system; wireless communication system; communication system; power supply system; traffic management and control center; electronic toll collection system; and vehicle weight control facilities.

The traffic management center for the route is located at the Cao Cang interchange (approximately Km38+000). The toll collection system utilizes electronic toll collection technology, synchronized with the toll collection solutions currently implemented on expressways, ensuring economic and technical efficiency.

It is planned to include a rest stop at Km 40 along the route, with a scale of approximately 3 hectares per side. The cost of land acquisition for the rest stop will be included in the total investment of the Project; the investment, business, and operation plan for the rest stop will be implemented in accordance with the law.

The total land area occupied by the Project is approximately 378 hectares, of which Thong Nhat district accounts for about 95 hectares; Dinh Quan district about 156 hectares; Xuan Loc district about 5 hectares; and Tan Phu district about 122 hectares.

With the above investment scale, the Project has a total investment of VND 8,981 billion, of which approximately VND 7,681.539 billion is mobilized by the investor; and approximately VND 1,300 billion is state capital, under the Medium-Term Public Investment Plan using state budget funds for the period 2021-2025 approved by the Prime Minister in Decision No. 1535/QD-TTg dated September 15, 2021.

The Ministry of Transport authorized the Vietnam Expressway Administration as the contract signing agency. The Thang Long Project Management Board was assigned as the bidding entity.

The investor selection method for the Project is a domestic open bidding process. The investor selection period is from 2024 to 2025. For this Project, the mechanism for sharing revenue increases and decreases will be implemented according to the provisions of Article 82 of the Law on Investment under the Public-Private Partnership Method and Government Decree No. 28/2021/ND-CP dated March 26, 2021, regulating the financial management mechanism of investment projects under the PPP method.

Upon completion, the project will meet transportation needs, reduce congestion, and ensure traffic safety on National Highway 20; complete and put into operation a synchronized network of high-capacity, safe, and high-speed expressways along the Ho Chi Minh City - Dau Giay - Lien Khuong transport corridor, promoting socio-economic development of Dong Nai province in particular and the Southeast region in general.

The project also creates momentum for linkages, promotes cooperation and development between the Southeast region and the Mekong Delta, the Central Highlands and the South Central region; increases the competitiveness of the economy in the context of deep integration, gradually completes the road transport network according to the plan; and contributes to ensuring national defense and security.
