Leaders of Da Nang City recently held a meeting with a delegation from the Asian Development Bank (ADB), the Swiss Federal Department for Economic Affairs (SECO), and Ernst & Young Vietnam (EY) to discuss support for establishing a financial center in Da Nang.
Da Nang is working with the ADB on support for establishing a financial center.
At the meeting, the Standing Vice Chairman of the Da Nang City People's Committee, Ho Ky Minh, stated that the Financial Center is one of the three main components identified in the project to build Da Nang into a regional-scale financial center. The Da Nang City People's Committee is assigning relevant departments and units to focus on finalizing the project based on the structure and content guidelines of the Government's Steering Committee for the construction of the Regional and International Financial Center Project.

According to Mr. Minh, Da Nang currently lacks a model or benchmark for building a financial center. Therefore, the local government is very interested in having a consulting firm provide some model examples of international financial centers, linked to the characteristics of the model, key sectors, basic policies and development strategies, etc.
The policy group for developing fintech in particular, and policies for building Da Nang into a regional-scale financial center in general, is still being researched and refined by the local authorities and ministries/agencies in coordination with the Ministry of Planning and Investment .
Recently, the National Assembly issued Resolution 136/2024/QH15 on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang City. This includes allowing Da Nang to pilot a mechanism to support innovation and startup activities and conduct controlled testing of new technological solutions.

After listening to the issues raised by the Da Nang City government, Ms. Nguyen Hong Giang, Senior National Program Officer of SECO in Vietnam, stated that the immediate difficulty is the lack of a model or reference framework for building a financial technology center. Regarding preferential policies and specific requirements, these depend heavily on the national institutional framework, so it is necessary to discuss what level of pilot implementation is appropriate. Based on the discussions and field surveys conducted over the two days, the delegation will make recommendations to Da Nang regarding the development of its financial center…
