Government Decree 106/2024/ND-CP specifies policies to support and encourage improved livestock efficiency, including: support for artificial insemination of buffaloes, cattle, and pigs; support for purchasing breeding males for buffaloes, cattle, goats, sheep, pigs, and deer; support for purchasing parent stock of chickens, ducks, and geese; and encouragement for livestock waste treatment.

Policies to encourage the treatment of livestock waste.
Decree 106/2024/ND-CP stipulates support for the treatment of livestock waste for organizations and individuals engaged in livestock farming activities as prescribed in Clause 2, Article 21 of Government Decree No. 13/2020/ND-CP dated January 21, 2020, providing detailed guidance on the Law on Livestock Farming.
The aforementioned organizations and individuals will receive support of up to 50% of the value of livestock waste treatment products to encourage their application in livestock waste treatment. The maximum support levels are as follows: VND 5 million/establishment (household livestock farming); VND 50 million/establishment (small and medium-sized farms); VND 100 million/establishment (large-scale farms).
Simultaneously, support will be provided for no more than 50% of the value of biogas facilities to encourage the treatment of livestock waste. The maximum support levels are as follows: VND 7 million/facility (household livestock farming); VND 300 million/facility (small and medium-sized farm livestock farming); VND 1 billion/facility (large-scale farm livestock farming).
In addition, support will be provided for no more than 30% of the cost of purchasing supplies, equipment, and testing costs to encourage livestock farming according to biosafety and disease safety criteria. The maximum support levels are as follows: 20 million VND/establishment (household farming); 50 million VND/establishment (small-scale farm farming); 70 million VND/establishment (medium-scale farm farming); 200 million VND/establishment (large-scale farm farming).
To be eligible for support, organizations and individuals must meet the following conditions:
- Complies with the provisions of Articles 55 and 56, and Clause 2 of Article 57 of the Law on Livestock Farming.
- Livestock and poultry farming and the construction of new biogas facilities must comply with the technical guidelines of the Ministry of Agriculture and Rural Development on livestock waste treatment, or use livestock waste treatment products that have been published on the Ministry of Agriculture and Rural Development's electronic portal, or construct new biogas facilities and use livestock waste treatment products that have been recognized as technical advancements in the agricultural sector, specifically in the livestock industry.
Support for purchasing breeding males of buffalo, cattle, goats, sheep, pigs, deer, and parent stock of chickens, ducks, and geese.
Decree 106/2024/ND-CP stipulates support for organizations and individuals engaged in household livestock farming activities as prescribed in point d, clause 2, Article 21 of Government Decree No. 13/2020/ND-CP dated January 21, 2020, providing detailed guidance on the Law on Livestock Farming.
The support levels are specifically stipulated in Decree 106/2024/ND-CP as follows:
a) A one-time subsidy of no more than 30% of the purchase price of one of the following male animals for breeding purposes: buffalo, cattle, goats, sheep, pigs, or spotted deer.
The maximum support levels are as follows: VND 15 million/male for buffaloes and cattle aged 12 months and older; VND 3 million/male for goats and sheep aged 6 months and older; VND 10 million/male for pigs aged 6 months and older that have completed individual productivity testing; VND 10 million/male for spotted deer aged 6 months and older; no more than 2 male breeding animals per household.
b) A one-time subsidy of no more than 30% of the purchase price of one of the following types of parent stock: one-day-old chickens, ducks, or geese for breeding purposes.
The maximum support level is no more than 15,000 VND/animal; each farming household is supported for a maximum of 500 one-day-old parent stock chickens, ducks, or geese.
Regarding eligibility for support, Decree 106/2024/ND-CP requires organizations and individuals to meet the regulations in Article 56 and Clause 2 of Article 57 of the Livestock Law. They must purchase breeding stock with clear origins and guaranteed quality in accordance with the Livestock Law, the Veterinary Law, and guiding documents. Each livestock farming household is only eligible for support once. Parent stock of chickens, ducks, and geese must be inspected and approved after 38 weeks of age.
