Accordingly, the Ho Chi Minh City People's Committee directed that, for procedures with changes in authority and sequence, the receiving and returning results department of the district-level People's Committee will receive applications from domestic individuals, Vietnamese citizens residing abroad, and local communities for 4 procedures.

The directives from the Ho Chi Minh City People's Committee aim to ensure the timely implementation of the provisions of the 2024 Land Law.
These include initial registration and issuance of land use certificates; re-determination of residential land area for households and individuals already granted certificates; correction of errors in initially issued certificates; and revocation and cancellation of initially issued certificates.
The district-level People's Committee shall organize the receipt, processing of applications, and delivery of results according to the prescribed interconnected mechanism; and assign personnel with appropriate expertise and professional skills to work in the application reception and results delivery department.
Regarding maintaining the status quo, the branch office of the land registration office receives applications from households, individuals, residential communities, and Vietnamese people residing abroad who own houses attached to land use rights in Vietnam for registration and issuance of certificates due to changes in ownership; except for cases of receiving land use rights transfers, purchasing houses, or construction works in housing development projects.
The branch office of the Land Registration Office assigns personnel to the reception and results delivery department at the district-level People's Committee office. For branches with their own premises, ensuring the capacity to receive applications, the reception and results delivery will be carried out at the branch office as prescribed.
The Department of Natural Resources and Environment's reception and results delivery unit receives applications from organizations using land for procedures related to initial registration and issuance of land use certificates; correction, revocation, and cancellation of initially issued land use certificates.
The reception and results delivery department of the city's land registration office receives applications for: - Registration and issuance of initial land use certificates; corrections; revocation and cancellation of initial land use certificates for people of Vietnamese origin residing abroad.
- Registering and issuing certificates of land use rights due to changes in land ownership for organizations and Vietnamese people residing abroad.
- Registering and issuing certificates to transferees of land use rights, buyers of houses and construction works in housing development projects;
- Correction and revocation of certificates of land and property registration for land-using organizations and Vietnamese citizens residing abroad.
According to the Ho Chi Minh City People's Committee, these directives aim to ensure the timely implementation of the provisions of the 2024 Land Law; Decree 101/2024 on basic land survey; registration and issuance of land use right certificates, ownership certificates of assets attached to land and the land information system; and Decree 102/2024 detailing the implementation of some articles of the 2024 Land Law. At the same time, they aim to minimize disruption in the process of receiving applications and delivering results for land and asset registration procedures.
