The National Power System Dispatch Center (A0) has now been transferred to the Ministry of Industry and Trade and renamed the National Power System and Electricity Market Operation Company Limited (NSMO).
According to the decision, NSMO Company is a state-owned enterprise, with the State holding 100% of its charter capital of 776 billion VND.
Upon the transfer, NSMO will also take over the existing workforce of the National Power System Dispatch Center from Vietnam Electricity Group - EVN.
This includes taking over the existing management structure of A0 by assigning A0's leadership and management staff to corresponding leadership positions at NSMO; inheriting all rights, obligations, and legitimate interests of the Power System Dispatch Center currently implemented by A0 and EVN in relation to A0 according to legal regulations, including loans under signed agreements.
After the transfer, the Ministry of Industry and Trade is responsible for ensuring the stable, continuous, efficient, and safe operation of NSMO and the power system. Relevant agencies will study and consider, within their authority, ensuring sufficient charter capital, supplementing investment capital, and fulfilling loan obligations, etc.

The State Capital Management Committee at Enterprises also announced the decision to establish NSMO Company; the decision on the transfer and appointment of Mr. Nguyen Duc Cuong - a member of the Board of Directors of EVN - as Chairman of NSMO; and the decision on assigning the General Director position of NSMO to Mr. Nguyen Duc Ninh - Director of Center A0.
EVN Chairman Dang Hoang An stated that the company will coordinate with and support NSMO to absolutely ensure the safe, stable, and reliable operation of the power system; at the same time, it will continue to research and propose to competent authorities to implement feasible solutions, in accordance with the law, to support NSMO's stable and continuous operation after its establishment.
Mr. Nguyen Hoang Anh, Chairman of the State Capital Management Committee at Enterprises, believes that the separation of A0 and the establishment of a company, transferring it to the Ministry of Industry and Trade, is not only a change in organizational structure but also a major step forward and a sign of maturity for Vietnam's electricity industry.
"This is a significant event, not only in the energy sector but also contributing to the sustainable development of the economy ," he said.
Minister of Industry and Trade Nguyen Hong Dien emphasized that the safe, stable, and reliable operation and management of the national power system and electricity market is a very important task, falling under the authority of state management agencies, in order to ensure objectivity, impartiality, and fairness among those affected.
Therefore, the Government and the Prime Minister have decided to separate A0 from EVN and establish NSMO, a 100% state-owned enterprise, to operate independently from EVN. Simultaneously, the transfer of the right to represent state capital ownership to the Ministry of Industry and Trade is being implemented, as the Ministry has the necessary functions, organizational structure, and specialized personnel to effectively carry out this task.
"This is also an objective and inevitable requirement of the operation of the national power system and the competitive electricity market under market mechanisms as directed by the Prime Minister, thereby contributing to ensuring energy security, serving socio-economic development and people's lives," Minister Nguyen Hong Dien affirmed.
According to Minister Dien, although A0 (now NSMO) has been separated and is now independent from EVN, both are state-owned enterprises tasked with ensuring national electricity security under the state management of the Ministry of Industry and Trade and the Committee for State Capital Management at Enterprises.
