The project to dredge, improve the environment, and build infrastructure for Xuyen Tam canal has a total length of nearly 9km, passing through Go Vap and Binh Thanh districts. The total investment of the project is over 17,220 billion VND, of which the cost of compensation, support, resettlement, and relocation of technical infrastructure is over 14,000 billion VND.

The project aims to improve the drainage and environment of Xuyen Tam canal, combined with the construction of new roads along both sides of the canal to improve traffic conditions and synchronize technical infrastructure along the route, and collect wastewater to the city's centralized wastewater treatment plant.

The construction scale includes renovation and embankment protection; construction of a traffic route with 4-6 lanes on both sides of the canal and on concrete culverts; construction of a wastewater collection system connected to the city's wastewater collection system, and meeting drainage needs with a basin area of ​​703 hectares...

In which, package XL-03 is one of three construction packages of the project, with a length of about 1.4km starting from Luong Ngoc Quyen Street to Vam Thuat River. This package was first bid in July 2024, however, the investor later had to cancel the bid because all contractors who submitted bid documents did not meet the requirements.

By January 2025, the XL-03 package was re-bid and 4 consortia submitted bids. As a result, the consortium of Hong An Bridge and Road Construction Trading and Service Co., Ltd. - Thanh Phat Construction Co., Ltd. - Saigon Traffic Construction Joint Stock Company - Ho Chi Minh City Green Parks and Trees One Member Co., Ltd. - Hoa Sen Construction Joint Stock Company - Hung Vuong Construction Co., Ltd. - Thinh Phat Construction Investment Co., Ltd. was the winning bidder with a bid price of VND 517.94 billion. The implementation period of this package is 550 days.

In the decision approving the contractor selection results, the investor stated that the reason the remaining three contractor consortia were not selected was because the contractors' capacity and experience did not meet the requirements of the bidding documents.

Immediately after selecting a construction contractor, the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (investor) said that the Xuyen Tam canal project is expected to start construction on May 10.
