On the morning of August 9th, at the Party Central Headquarters, under the chairmanship of General Secretary and President To Lam, the Politburo held its regular meeting to discuss and give opinions on a number of important issues within the Politburo's jurisdiction.

At the meeting, the Politburo reviewed and imposed disciplinary measures on Party organizations that had committed violations and shortcomings.
After considering the proposal of the Central Inspection Committee, the Politburo found that the Standing Committee of the An Giang Provincial Party Committee for the 2015-2020 term did not issue the Working Regulations of the Party Committee of the Provincial People's Committee, thus violating the Working Regulations.
The Standing Committee of the An Giang Provincial Party Committee for the 2015-2020 term also gave the go-ahead for the Provincial People's Committee to submit a Resolution to the Provincial People's Council on land use that contained provisions violating land laws.
According to the Politburo, the Standing Committee of the An Giang Provincial Party Committee for the 2015-2020 and 2020-2025 terms lacked responsibility, neglected leadership and direction, and failed to inspect and supervise, resulting in the Party Committee of the Provincial People's Committee not holding meetings, discussions, and making decisions, and not reporting or seeking opinions and policies from the Standing Committee of the Provincial Party Committee regarding the leadership and direction of the management and exploitation of 15 sand mining projects and the management and use of land for 197 investment projects from non-budgetary sources, violating the principle of democratic centralism and the working regulations.
These violations, including those committed by the Party Committee of the Provincial People's Council, the Party Committee of the Provincial People's Committee, the Provincial People's Committee, and several organizations and individuals, have resulted in numerous violations and shortcomings in the management and exploitation of sand minerals, as well as in land management and use, posing a significant risk of revenue loss and misappropriation from the State budget.
These violations also led to disciplinary action against many Party organizations and Party members under the management of the Provincial Party Standing Committee related to projects/contracts implemented by the International Advanced Corporation (AIC); a criminal case occurred related to violations in the management and exploitation of sand minerals, with many officials and Party members, including key provincial leaders, being disciplined and prosecuted.
Based on the content, nature, extent, consequences, and causes of the aforementioned violations by the Party organization, and in accordance with the Party's regulations on disciplinary action against Party organizations and members who have committed violations, the Politburo has decided to impose a reprimand on the Standing Committee of the An Giang Provincial Party Committee for the terms 2015-2020 and 2020-2025.
