On the morning of August 9, at the Party Central Committee Headquarters, under the chairmanship of General Secretary and President To Lam, the Politburo held a regular meeting to discuss and give opinions on a number of important issues within the Politburo's authority.

At the meeting, the Politburo reviewed and disciplined party organizations with violations and shortcomings.

After reviewing the proposal of the Central Inspection Commission, the Politburo found that the Standing Committee of the An Giang Provincial Party Committee for the 2015-2020 term did not issue the Working Regulations of the Party Executive Committee of the Provincial People's Committee, violating the Working Regulations.

The Standing Committee of An Giang Provincial Party Committee for the 2015-2020 term also approved the policy for the People's Committee to submit to the Provincial People's Council a Resolution on land use with content violating land laws.

According to the Politburo, the Standing Committee of the An Giang Provincial Party Committee for the 2015-2020 and 2020-2025 terms was irresponsible, lax in leadership, direction, inspection and supervision, so that the Party Committee of the Provincial People's Committee did not meet, discuss and make decisions, did not report to ask for opinions and policies of the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee on the leadership and direction of the management and exploitation of 15 sand mineral projects and the management and use of land for 197 investment projects from non-budgetary sources, violating the principle of democratic centralism and working regulations.

From these violations, the Provincial People's Council Party Committee, the Provincial People's Committee Party Committee, the Provincial People's Committee and a number of organizations and individuals have many violations and shortcomings in the management and exploitation of sand minerals, in the management and use of land, leading to the risk of large losses and leakages of the State budget.

The above violations also caused many party organizations and party members under the management of the Provincial Party Committee Standing Committee to be disciplined in relation to projects/bid packages implemented by the International Progress Joint Stock Company (AIC); criminal cases occurred related to violations in the management and exploitation of sand minerals, many cadres and party members, including key leaders of the province, were disciplined and criminally prosecuted.

Based on the content, nature, level, consequences, and causes of the above-mentioned violations by the Party organization, according to the Party's regulations on Party organization discipline and Party members who have violated, the Politburo decided to discipline the Standing Committee of the An Giang Provincial Party Committee for the terms 2015-2020 and 2020-2025.
