Pursuant to the Decision of the Border Guard High Command, Lieutenant Colonel Luong Ngoc Tri was appointed by the Border Guard High Command to hold the position of Political Commissar of the Quang Ninh Provincial Border Guard; Lieutenant Colonel Pham The Anh to hold the position of Head of Logistics and Engineering Department, Quang Ninh Provincial Border Guard.
Speaking at the handover conference, Major General Hoang Huu Chien, Deputy Commander and Chief of Staff of the Border Guard, commended, acknowledged and highly appreciated the contributions made by Colonel Nguyen Van Thiem and Colonel Le Xuan Men during their work.
