Speaking to Tuoi Tre Online , a student from the Ho Chi Minh City University of Physical Education and Sports (under the Ministry of Education and Training ) said that for seven months they have not received the living allowance for teacher training students as stipulated in Decree 116.
Meanwhile, some students said that the money from the ministry had been transferred to the school since the beginning of June 2024, but the school has not yet paid them. When students inquired, the school said that the money had not been transferred because the paperwork related to the payment was not yet complete.
Regarding this issue, Mr. Nguyen Dac Thinh, head of the student affairs and community service department at Ho Chi Minh City University of Physical Education and Sports, stated that the student support funds did indeed arrive at the university in June. The university had forwarded the list of teacher training students receiving tuition support to the bank, but it was returned twice for further documentation.
"The first time, the bank requested clarification on why the number of teacher training students receiving living allowance support was lower than initially registered. The second time, the bank demanded the creation of four separate appendices listing students who were forced to drop out for each cohort, refusing to accept a combined list of all cohorts. Each time, the school had to supplement the files and re-sign the documents, which was very time-consuming," Mr. Thinh explained.
Furthermore, Mr. Thinh also added that many students are on the third academic warning list, meaning they are being forced to drop out. For these students, the school sends notifications and waits for them to respond with accurate information and any errors. This process takes a considerable amount of time. That is why the payment is delayed.
Regarding the payment of living expenses for teacher training students, Mr. Thinh affirmed that the school has not yet paid living expenses for students in the second semester of the 2023-2024 academic year, which includes the months from January to May. The school has completed payments for previous semesters. In the previous semester, the total amount of financial support for teacher training students who registered to receive the policy was approximately 18 billion VND.
"This is the living allowance for teacher training students as per regulations. The school can only disburse the funds to the intended beneficiaries and cannot use them for any other purpose. The delay in payment is due to paperwork procedures," Mr. Thinh said.
Many teacher training students are in debt for living expenses.
Government Decree 116/2020 on policies to support tuition fees and living expenses for teacher training students came into effect on November 15, 2020.
Four years have passed, and many teacher training students admitted in 2020 have still not received their monthly living allowance of 3.63 million VND. Meanwhile, teacher training students at many universities have experienced delays in receiving their living allowances, ranging from six months to over a year.
Most of the universities that are slow to pay living allowances are provincial-level universities. In addition, a number of large teacher training universities are also experiencing this problem.
The issue of unpaid living expenses for teacher training students stems from the slow pace of local authorities in ordering training programs, assigning training tasks, and approving budgets for payment.
