On the afternoon of August 5th, at the regular government press conference, Deputy Minister of Construction Bui Xuan Dung stated that the Government, the Prime Minister, and the Ministry of Construction have issued decrees and circulars detailing and guiding the implementation of the Housing Law and the Real Estate Business Law.
According to leaders of the Ministry of Construction, the Housing Law and the Real Estate Business Law have addressed the inadequacies and overlaps between legal regulations related to investment, land, housing, real estate business, and construction, thereby creating a clear and transparent legal framework.
In addition, the guiding decrees have clearly stipulated the procedures for implementing projects, aiming to simplify procedures and shorten project implementation time.
"The Housing Law has been amended and supplemented with several regulations on the development of commercial housing, social housing, resettlement housing, and individual housing to create favorable conditions for organizations, businesses, and individuals to participate in development in Vietnam," Mr. Dung shared.

At the same time, Government Decree 95 has also clearly stipulated the investment stages of housing construction projects and the procedures for implementing projects, aiming to simplify procedures and shorten project timelines to ensure convenience for organizations, businesses, and individuals participating in housing development.
Regarding the development of social housing, the Deputy Minister of Construction stated that the Housing Law has reduced the residency requirements, and the criteria for purchasing or renting social housing now only require income. For social housing, residency and income requirements are no longer specified; only eligibility is required.
According to the Ministry of Construction's leadership, in August and September, the Ministry and its specialized agencies will disseminate laws, especially decrees effective from August 1st, to all 63 provinces and cities to implement the law and decrees and promote the stable, healthy, and transparent development of the real estate market.
