The supervisory activities of elected agencies in Tuyen Quang in recent times have continued to have many innovations, in the direction of being practical, scientific, effective, closely following the provisions of the law and the practical situation of the province, supervising deeply, going to the bottom of the problem.

Monitor to create development

Forestry development is a major policy of Tuyen Quang province, aiming at the important goal of building Tuyen Quang into a high-tech forestry zone and a center for wood production and processing in the country. The province also implements many forest development policies such as: supporting high-quality seedlings, supporting rice for people to protect and develop forests under Sub-Project 1, Project 3, National Target Program on socio-economic development of ethnic minority and mountainous areas; along with many incentive mechanisms and policies for forestry development.

In order to realize the goals and create development, the Provincial People's Council has conducted thematic supervision on forestry development in the province to point out the limitations in the implementation process. Accordingly, in addition to the positive results achieved, the results of the Provincial People's Council's supervision in localities show that the development, expansion of area, formation of large-scale concentrated forest plantation timber material areas with high-quality tree varieties; sustainable forest management and forest certification; development of indigenous forest trees and non-timber forest products with economic value are still limited.

Along with that, the development of large timber plantation areas and the conversion of small timber plantations to large timber plantations still face many difficulties; forestry infrastructure has received investment attention but is still lacking compared to development requirements; land and forest allocation work is still stuck... These problems were directly reported at the meeting at the end of 2023 for the People's Council to discuss and have new policies for the province's forestry development.

Or for the implementation of canal consolidation in the province, after the supervision of the Ethnic Council of the Provincial People's Council, many contents related to the coordination of local units in implementing the mechanisms according to the resolution issued by the Provincial People's Council have been proposed. Especially, the work of strengthening inspection, guidance, and timely correction to ensure the quality of canal consolidation works according to the issued sample design. At the same time, immediately organize to overcome the limitations of canal consolidation works that have been constructed without ensuring compliance with the instructions of the Department of Agriculture and Rural Development...

These are just two of dozens of thematic supervisions conducted by the Provincial People's Council and the Provincial People's Council Committees since the beginning of the term. Through supervision, shortcomings and limitations have been frankly acknowledged and pointed out so that the government and relevant agencies can join hands to overcome and remove bottlenecks for the common development goal.

Improving supervision and re-supervision

Comrade Le Thi Thanh Tra, member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council, said: Implementing the Law on Supervisory Activities of the National Assembly and People's Councils; Resolution No. 594 of the National Assembly Standing Committee on guidelines for supervisory activities; and closely following the reality of social life, from the beginning of the 2021-2026 term up to now, People's Councils at all levels in the province have focused on innovating supervisory activities in many stages. First of all, the selection of supervisory contents is local problems or issues that have a great impact on people's lives, economic and social development, which are of interest to People's Council delegates, voters and people.

To ensure quality supervision activities, based on the selection of supervision content, the Standing Committee of the Provincial People's Council considers to select the appropriate subjects, scope, and areas of supervision; develops a plan to supervise the practical situation requiring supervision topics based on grasping and listening to more information from voters and the People. For some supervisions to ensure quality, the Standing Committee of the Provincial People's Council, committees, groups and delegates of the Provincial People's Council organize surveys in advance to grasp complete, comprehensive and accurate information so that when conducting supervision, it will bring higher efficiency.

The Standing Committee of the Provincial People's Council supervises the results of handling voters' opinions and recommendations at the Department of Natural Resources and Environment.

Along with organizing supervision meetings, the Provincial People's Council also focuses on supervising the implementation results of resolutions, conclusions, and supervision recommendations of the Provincial People's Council, the Standing Committee of the Provincial People's Council, and the Committees of the People's Council. Thereby, "following up" to the end on the discovered and recommended issues so that the competent agencies can resolve them. Periodically before the regular mid-year and year-end meetings, the Standing Committee of the Provincial People's Council requests departments and branches to report on the implementation results; for issues that are delayed or do not create changes due to subjective reasons, the Standing Committee of the Provincial People's Council will continue to include them in the explanation session or on the agenda of the regular meeting of the People's Council for discussion and questioning to clarify responsibilities.

In fact, many issues after re-supervision have been explained by the Standing Committee of the Provincial People's Council such as: maintaining, sustaining and improving the quality of new rural commune criteria for the period 2021 - 2025; reviewing and compensating for land and assets on flooded land in the Chiem Hoa hydropower reservoir area of ​​voters of Nang Kha and Thanh Tuong communes and Na Hang town, Na Hang district; Surveying and mapping work and granting first-time land use right certificates to households and individuals; resolving and enforcing judgments on civil cases, administrative cases related to land in the province...

Join hands to remove "bottlenecks"

With the innovation and improvement of the effectiveness and efficiency of the supervision activities of the Provincial People's Council, it has promptly detected and recommended, requested all levels and sectors to overcome the limitations, shortcomings, inadequacies and obstacles in the implementation of assigned tasks and powers of state agencies in the area. Chairman of the People's Committee of Trung Ha Commune (Chiem Hoa) Seo Van Su shared: Resolution No. 09/2020/NQ-HDND dated October 15, 2020 of the Provincial People's Council on solidifying canals has contributed to helping the locality build many canals with precast concrete components, ensuring that the fields have enough water to irrigate two rice crops. However, during the implementation process, the authorities were still confused about the registration procedures and settlement records. After the Provincial People's Council supervised and pointed out the limitations, it helped the Commune People's Committee clearly understand the processes and procedures to effectively organize the implementation of the resolution in the commune.

On December 10, 2022, the Provincial People's Council issued Resolution No. 22 stipulating support policies for people with chronic kidney failure requiring periodic hemodialysis and congenital hemolytic disease (Thalassaemia) in the province. This is a very humane resolution, built through actual monitoring and contact with voters. After one year of implementation, from actual monitoring and listening to people's voices, it shows that patients still have difficulties in handling administrative procedures due to the regulation that "The Department of Health is the unit that handles administrative procedures and makes estimates, manages payment settlements for support". The process of receiving and handling administrative procedures for payment requests when submitted through the Public Administration Center or sent via postal service is mostly not eligible for payment, due to inconsistent information, invalid authorization papers... The Provincial People's Council has issued a resolution to amend and transfer the task of payment support from the Department of Health to the People's Committee of the district or city where the patient resides or the medical facility where the patient is treated. Thereby, creating the most favorable conditions for patients to receive timely policies.

Through monitoring the activities of the People's Councils at district and commune levels in the province, the Provincial People's Council has proposed that the National Assembly study and supplement Resolution No. 1206/2016/NQ-UBTVQH13 dated May 13, 2016 on policies and conditions to ensure the activities of People's Council delegates, stipulating the allowance regime for concurrent positions of the People's Councils at commune level such as: Head, Deputy Head of the People's Councils at commune level; at the same time, promulgate model regulations on the activities of the People's Councils to ensure general consistency nationwide as a legal basis for People's Councils at all levels to be proactive and flexible in building regulations on the activities of their People's Councils in accordance with the actual situation of each locality to ensure general consistency nationwide. Along with that, it is recommended that the Government soon issue documents specifying the tasks, powers, organization, and staffing of advisory agencies to assist and serve the activities of the People's Councils and People's Committees at district level; regulating the organization of advisory work, assistance, and service for the activities of the People's Council and People's Committee at the commune level (according to the provisions of Clause 2, Article 127 of the Law on Organization of Local Government)...

With many efforts, the supervision activities of the People's Council have had strong changes in recent times, contributing to improving the quality, efficiency and effectiveness of the People's Council's supervision, demonstrating the position of the supervision activities of the state power agency at the local level.
