Continuing the 44th Session program, on the afternoon of April 28, under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee gave opinions on the preparation for the 9th Session of the 15th National Assembly.

The National Assembly will consider and decide on 64 contents and groups of contents.

Reporting at the meeting, Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung said that, based on the opinions of competent authorities, the contents discussed and agreed upon at the Conference between the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee on the preparation work 9th Session (afternoon of April 22, 2025), the conclusion of the National Assembly Standing Committee at the sessions giving opinions on each specific content, the opinions of National Assembly deputies and the actual preparation situation, the National Assembly Office proposed to continue to complete the expected content and program of the Session (compared to the expected plan sent to National Assembly deputies for opinions along with the document convening the Session).

Specifically, 10 additional contents were submitted to the National Assembly for consideration and approval at the 9th Session due to the direction of competent authorities, the conclusion of the National Assembly Standing Committee when considering and giving opinions on each content or the Government having sent documents, which were arranged in the program for the National Assembly Standing Committee to give opinions at the 44th Session.

Add 1 content requesting the Government to report to the National Assembly on the situation and solutions to respond to the decision to impose taxes on Vietnamese goods exported to the US market; add the Government's report on the situation of allocation and assignment of expenditure estimates for unallocated items in detail; add the Government's report on mechanisms and policies to remove difficulties and obstacles for backlogged projects.

In addition, the 4th Session's agenda was withdrawn from the agenda, including: the draft Law on Organization of Criminal Investigation Agencies (amended); the draft Resolution of the National Assembly on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts; considering and deciding on the adjustment of the National Land Use Plan for the 2021-2030 period, with a vision to 2050; considering and deciding on the policy of supporting state capital to increase charter capital for the Cooperative Bank of Vietnam from the state budget.

Thus, at the 9th Session, the National Assembly will consider and decide 64 content, content group ( 3 resolution on constitutional work; 49 laws and resolutions of legislative work; 12 content group about socio-economic, state budget, supervision and decision on other important issues of the country); at the same time, there are 8 groups of contents that agencies send reports to National Assembly deputies for study, as a basis for exercising the right to supervise and review the contents according to regulations.

Regarding the expected agenda of the Session, Secretary General of the National Assembly Le Quang Tung said that the total working time of the National Assembly is expected to be 37 days and there will be arrangements to work on some weekends; opening on the morning of May 5, 2025, expected to close on the afternoon of June 28, 2025 and organized in 2 phases: Phase 1: from 5/5/2025 to 29/5/2025; Phase 2: from June 11 to June 28, 2025.

Regarding the arrangement of time for consideration, discussion and voting, priority will be given to arranging time for the National Assembly to consider, discuss and vote at the same time for directly related contents; continue to arrange time for presenting submissions and verification reports in the session agenda so that National Assembly deputies can directly listen to agencies presenting projects, drafts and reports, but shorten the presentation time to ensure brevity, conciseness, clarity, focusing on the key contents of projects, drafts and reports; ensure effective use of time at plenary sessions of the National Assembly...

The National Assembly is ready to work overtime to resolve problems with the contents presented at the Session.

During the discussion at the meeting, the majority of opinions agreed with the Report on the preparation for the 9th Session of the 15th National Assembly; highly appreciated the National Assembly Office for using digital technology, artificial intelligence and digital transformation, improving the preparation of documents and materials for the session.

Delegates also gave their opinions on the submission of additional and withdrawn contents from the proposed Agenda of the Session; the preparation of conditions to ensure service for the Session; the arrangement and scheduling of draft laws and resolutions to ensure sufficient time for reception and completion before submission for approval; compliance with the time for reading the Proposal and Reviewing the contents presented at the Session...

At the meeting, Minister and Head of the Government Office Tran Van Son reported to the National Assembly Standing Committee on a number of other contents proposed to be added to the proposed agenda of the session, such as: the draft Resolution of the National Assembly on training in specific professional fields and occupations in the field of art; on the investment policy for the Ho Chi Minh City Ring Road 4 construction investment project; the draft Resolution of the National Assembly on piloting specific mechanisms and policies for the development of Van Don Economic Zone, Quang Ninh province; the draft Resolution on mechanisms and policies for private economic development...

In his concluding remarks, National Assembly Chairman Tran Thanh Man requested the National Assembly Office to coordinate with the Government Office, ministries, branches and relevant agencies to make thorough preparations to ensure the success of the 9th Session of the 15th National Assembly. The National Assembly Chairman agreed to add 13 contents and remove 4 contents from the proposed Agenda of the 9th Session.

The National Assembly Chairman also suggested not to add to the Session Program the content of the National Assembly's draft Resolution on training in specific professional fields and occupations in the field of art, because this is not an urgent issue, and a Government Resolution can be issued. Consider adding to the Session Program the draft Resolution of the National Assembly on piloting specific mechanisms and policies for the development of Van Don Economic Zone, Quang Ninh province, because there is still no dossier submitted to the National Assembly Standing Committee on this content...

Emphasizing that the amendment of the Penal Code is a large, difficult, and complicated matter, the National Assembly Chairman requested the Committee on Law and Justice and relevant agencies to pay attention, because this matter is approved according to the one-session process.

National Assembly Chairman Tran Thanh Man also emphasized that there is not much time from now until the opening of the 9th Session of the 15th National Assembly, this is the final stage, therefore, the Government needs to direct the drafting agencies to review each article, each chapter, each law, if there are difficulties, problems, or different opinions, the National Assembly is ready to work overtime to resolve the problems that the drafting agencies and the reviewing agencies have not reached a consensus on, or have different opinions...
