Also attending were Mr. Nguyen Anh Tuan, Deputy Director of the Department of Organization and Personnel, and leaders of Departments, Bureaus, and agencies under the Ministry of Culture, Sports and Tourism. On behalf of the School of Cultural, Sports and Tourism Management, there was Mr. Pham Que Anh, Principal of the school.

On the side of universities of the Russian Federation, there were Ms. Zabneva Elvira Ivanova, Rector of Kuzbass University for the Development of Education; Mr. Vasilil Burdonskiy, Vice Rector for International Relations of Moscow State University of Culture; Mr. Nibusin Artem Sergeevich, Vice Rector for Administration and Economics of Moscow State University of Culture.

Speaking at the ceremony, Mr. Pham Que Anh, Principal of the School of Cultural, Sports and Tourism Management, expressed: "We believe that, in the spirit of solidarity and friendship, today's signing ceremony will become a bridge to implement cooperation plans in the following years."

Previously, in October 2008, a delegation from the Moscow State University of Culture visited, worked and signed a Memorandum of Understanding on cooperation with the School of Cultural, Sports and Tourism Management in Vietnam. After that, the two sides carried out a number of working programs, sent delegations to visit, exchange and learn experiences in a number of areas similar to the functions and tasks of both sides.

Through information exchange and connection between the parties, it was shown that Kuzbass University for Educational Development under the Ministry of Education of the Russian Federation is a school specializing in organizing training courses for staff in the fields of culture, education, science, art, economics... and has many similarities in functions and tasks with the School of Cultural, Sports and Tourism Management.

The signing will facilitate cooperation between the School of Cultural, Sports and Tourism Management and the Kuzbass University of Educational Development to promote training and fostering activities in human resource training, scientific research, and teaching for civil servants and public employees in the education, culture and arts sectors between the two countries in the future.

For her part, Ms. Zabneva Elvira Ivanova, Rector of Kuzbass University for Educational Development, expressed her belief that, based on the close relationship between the School of Cultural, Sports and Tourism Management, Moscow State University of Culture and Kuzbass University for Educational Development, the cooperation implementation in the coming time will be highly effective and closely connected.

"I believe that Kuzbass University for the Development of Education and the School of Managers of Culture, Sports and Tourism will continue to expand their relations in the fields of education, society, culture, tourism and sports" – Ms. Zabneva Elvira Ivanova shared.

At the ceremony, Mr. Pham Que Anh, Principal of the School of Cultural, Sports and Tourism Management, signed a cooperation agreement with representatives of Moscow State University of Culture and Kuzbass University for the Development of Education.

Speaking at the ceremony, Deputy Minister of Culture, Sports and Tourism Phan Tam affirmed that this is a meaningful event on the occasion of the 75th anniversary of the establishment of diplomatic relations between Vietnam and the Russian Federation.

The Deputy Minister said that the Vietnamese Government and people always attach importance to developing traditional friendship and cooperation and always consider Russia a loyal friend and reliable partner. Sincerity, trust and mutual respect are invaluable assets in the relationship between the two countries.

"Today, we are very pleased that the three schools have signed a cooperation plan for 2026 and the following years. I suggest that the cooperation between the three schools must be practical towards the goal of helping the people of the two countries understand more deeply about people, culture, arts, and heritage. These cooperation activities also contribute to the development of the cultural industry of the two countries" - the Deputy Minister emphasized.
