Ho Chi Minh City sets a common goal that by 2030, tourism will truly become a spearhead economic sector, playing a leading role in green economic development, contributing to socio-economic development and urban construction and development, raising community awareness; having professionalism, a synchronous and modern technical infrastructure system; high-quality, diverse, branded tourism products, imbued with traditional cultural identity. Ho Chi Minh City will become a leading tourism center in Southeast Asia, a classy, attractive and highly competitive tourist destination not only domestically but also regionally and internationally.

Specifically, by 2025: Ho Chi Minh City will welcome about 8.5 million international tourists and 45 million domestic tourists; total revenue from tourists will reach about 260,000 billion VND, contributing about 227,500 billion VND to GRDP - equivalent to 13% of the city's GRDP; have about 77,000 accommodation rooms; create 186,000 direct jobs.
By 2030: Ho Chi Minh City welcomes about 18 million international tourists and about 65 million domestic tourists; total revenue from tourists reaches about 650,000 billion VND, contributing 405,300 billion VND to GRDP - equivalent to 22% of the City's GRDP; has a total of 98,000 accommodation rooms; creates 230,000 direct jobs. The total investment capital needed for the 2025-2030 period will be 280,000 billion VND, equivalent to 11.2 billion USD. 100% of tourist areas, attractions, and tourist accommodation establishments do not use disposable plastic products and hard-to-decompose nylon bags.

Fourth, develop tourism in the direction of green, sustainable tourism and apply science and technology on the basis of effectively exploiting the potential, advantages and specific strengths of tourism of the City.
Fifth, developing tourism in Ho Chi Minh City is inseparable from the goals of ensuring national defense, security and social order and safety.
Sixth, develop Ho Chi Minh City tourism in close and substantial connection with localities in the Southeast region, the Mekong Delta region and key tourist areas nationwide to maximize the common potential and strengths in tourism.

Based on the analysis of the characteristics, advantages and position of Ho Chi Minh City tourism destinations in the Vietnam Tourism Development Project, the "vision" for Ho Chi Minh City tourism development is determined as follows: "By 2050, Ho Chi Minh City will become a leading vibrant tourist destination in Asia, where visitors will not only have unique and different experiences beyond expectations with special emotions on each journey about the history, culture, people and community lifestyle of a modern, green and smart city, but also about nature - where global values are preserved.
The core values of the "vision" include: Top destination: to become a destination that tourists will prioritize when planning to travel to a country in Southeast Asia or Asia; a tourist destination: Having high identity and quality, with differences in tourism products experiencing culture, history, people and lifestyle of one of the largest cities in Asia and experiencing the nature of an ecological destination with internationally recognized landscape and biodiversity values. A peaceful and happy destination with services that both meet international standards and are different in a clean environment, security and safety are guaranteed, giving tourists a sense of freedom, living in harmony with nature to enjoy the highest values in a trip.
And Green and Smart Tourism Destination: developing tourism based on the principles of green tourism, adapting to climate change and applying interactive technology through smart applications with people at the center.
To ensure the implementation of the above goals, Ho Chi Minh City has proposed 3 scenarios for the development of the city's tourism based on the forecast of Ho Chi Minh City's tourism development plans for the period 2023-2030, including Scenario 1: low development; Scenario 2: fast and sustainable development; and Scenario 3: breakthrough development.

At the same time, solutions are proposed to implement the Project such as: Solutions on awareness, policy mechanisms, organization and management, quality control of tourism services, ensuring tourism environment, developing human resources, encouraging community participation, promoting the application of science and technology, and linking tourism development.
The project sets out a phased action plan, with specific implementation contents for the 2024-2026 and 2026-2030 periods, along with tasks on: tourism resources, tourism products, markets, brand development, tourism promotion, human resource development, tourism development investment, application of science and digital transformation, spatial tourism development, and building a tourism environment.
The project provides an overview of Ho Chi Minh City tourism, from the analysis of strengths, weaknesses, opportunities and challenges to draw some key orientations to maximize advantages to create opportunities, overcome weaknesses to promote the strengths of the City's tourism in the coming years, especially in the period 2025-2030.
