At the Conference, delegates focused on discussing and evaluating the implementation of selecting at least 03 training facilities (at key university training facilities in engineering and technology) to propose solutions for implementing talent training and research, development and application of science, technology, and innovation in a number of fields; evaluating the implementation of model cooperation between the State, Schools and Enterprises for research, application of science, technology, innovation and digital transformation.

Delegates also discussed the implementation status: Building a strategic framework for higher education; Building a project to review and arrange the system of research institutes in higher education institutions and higher education institutions in research institutes, the mechanism of joint staffing between research institutes and higher education institutions; Building a project to develop universities into strong research entities, closely combining research, application and training.

Accordingly, in early April, the Ministry of Education and Training (MOET) chaired the signing ceremony of a cooperation agreement between 03 higher education institutions including: Hanoi National University, Ho Chi Minh City National University and Hanoi University of Science and Technology, which are the first institutions representing the school sector to participate in the model of scientific and technological research and development with the connection between the State, schools and enterprises. Currently, the MOET has directed and guided 03 universities to develop a project to build strategic research, development and technology transfer centers, associated with business cooperation.

The Ministry of Education and Training agreed with Hanoi University of Science and Technology on the initial planned "3 House" cooperation model as follows: The State will support policies and resources for research and laboratory development; order research tasks and apply some research products; The school will carry out research and product development as reported and registered; As for businesses, a number of domestic and foreign businesses will be selected to cooperate in research, testing, product development and support resources for implementation.

It is known that Hanoi University of Science and Technology will focus on urgently researching and implementing 3 main issues such as: Applying AI technology at the edge (Adge AI) in managing and processing data in public administration, ensuring real-time data processing without relying much on cloud infrastructure; Applying AI technology in mining population data. Applying AI technology in processing Vietnamese language and ethnic languages ​​of Vietnam's ethnic minorities.

The Ministry of Education and Training has also directed the development of an AI Research Program at the Edge and assigned Hanoi University of Science and Technology to preside over it. The program will be funded in 2025, with an expected 20 topics, lasting 3 years. Hanoi University of Science and Technology expects to have 05 products deployed in 2025 and 01 product registered for deployment in 2026.

At Hanoi National University, cooperation with a number of localities has been promoted in ordering products on Science, Technology, Innovation and Digital Transformation according to Resolution 57-NQ/TW. It is expected that in the second quarter of 2025, there will be a program to implement cooperation with these localities. The Director of Hanoi National University has also issued a Decision to establish a High-Tech and Innovation Park to incubate excellent scientists and research groups that meet international standards, promote domestic and foreign cooperation, attract investment in R&D activities, transfer and commercialization of intellectual property, and develop Spin-off/start-up businesses. The key professional directions of the High-Tech and Innovation Park, Hanoi National University include: Information technology, AI & IOT applications, digital transformation; Chip and semiconductor technology; Biotechnology for agriculture and health sciences; High-tech agriculture; Environmental technology and sustainable development; Chemical Technology; Advanced Materials; Energy; Quantum.

Plan to develop 05 new research institutes with the orientation of becoming excellent research centers: Institute of Artificial Intelligence; Institute of Semiconductor Technology and Advanced Materials; Institute of Stem Cells and Regenerative Medicine; Institute of Environmental Technology; Institute of Quantum Research.

Hanoi National University also piloted the “co-institutional” mechanism between the Institute and the University, whereby scientists are still lecturers of educational institutions and scientists participating in R&D activities at the CNC & ST Park. At the same time, coordinate with domestic and international technology corporations and enterprises to solve practical problems, increase resources for research to master core technology, develop strategic products, apply, transfer, and commercialize.
Regarding other contents requested by the Steering Committee, currently, the draft Framework for the Development Strategy of Vietnam's Higher Education to 2030, with a vision to 2045, is continuing to be updated and completed on the basis of absorbing the contents of Resolution No. 57-NQ/TW, and will supplement the contents of the Party's Resolution on breakthroughs in education and training development, the revised Law on Higher Education after promulgation to ensure consistency and synchronization, and submit to the Prime Minister in November 2025.

The Ministry of Education and Training has also issued a Plan to develop a Project and submit it to the Prime Minister to develop universities into strong research entities, closely combining research, application and training.

At the meeting, businesses, schools and relevant ministries discussed and proposed many solutions so that the "3 Houses" linkage can be implemented systematically and bring many benefits to the country and people, and at the same time be a breakthrough in implementing Resolution 57-NQ/TW of the Party.

Concluding the Conference, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee, Deputy Head of the Central Steering Committee congratulated the results that "3 Houses" have implemented with initial products and hoped that in the coming time, they will develop and apply quickly in practice.

However, comrade Nguyen Duy Ngoc also said that the implementation of the "3 House" cooperation model has not been widely publicized and not many people know about it; Legal issues regarding intellectual property rights, the use of public assets in the transfer of research results, and intellectual property assets invested by the State are still entangled and have no clear regulations; Lack of coordination mechanisms and cooperative relationships between the "3 Houses"; Building specific cooperation contents and determining research "topics" suitable to the practical needs of enterprises are still difficult, requiring time for the parties to build trust and mutual understanding...

He suggested that in the coming time, the Ministry of Justice and the Ministry of Science and Technology receive feedback on policy shortcomings so that the National Assembly can discuss, amend and supplement them in May. Immediately after the National Assembly passes, the Ministry of Science and Technology commits to providing guidelines for implementing legal regulations. The Ministry of Public Security and the Government Cipher Committee are actively classifying levels and security solutions to successfully implement the goals and tasks set out in Resolution 57-NQ/TW.

Deputy Head of the Central Steering Committee Nguyen Duy Ngoc also requested the Ministry of Education and Training to synthesize existing solutions and advantageous products, and at the same time propose solutions to connect "3 Houses" with specific products for upcoming announcement and launch. At the same time, pay attention to the socialization of scientific and technological research to stimulate ideas and practical applications. Continue to promote and widely publicize on the Innovation Registration Floor. Schools of research centers, businesses boldly register ideas, research content, main products, demonstrate product consumption capacity... so that manufacturers and businesses can cooperate.

Comrade Nguyen Duy Ngoc also requested the Ministry of Science and Technology to preside over and, together with the Central Party Office, review and propose to the Steering Committee to study and assign investment to the "3 Houses" from production capacity, linkage capacity, and consumption capacity so that the State can place orders.

The Ministry of Public Security shall preside over and coordinate with the Central Party Office to accelerate the implementation of digital transformation applications in localities merging provinces and communes to serve State agencies, enterprises and people in applying digital transformation to shorten the time and effort to carry out activities in society.
