Focus on building a new apparatus of the City's political system that is truly streamlined and compact, including qualified cadres, civil servants and public employees, suitable for the new task requirements. In particular, the City Party Committee gathers the most elite personnel, with truly excellent capacity and qualities, suitable for the requirements of multi-faceted leadership and management.
Along with that, Ho Chi Minh City needs to propose to the Central Government to complete the system of policies, resolutions, regulations, and instructions of the Party; the Constitution and the system of legal documents of the State; the Charter and regulations of the Vietnam Fatherland Front and its member organizations to ensure the organization and operation of the city's political system to come into operation immediately after the merger. In particular, clearly stipulate and meet the practicality of the relationship "Party leadership, State management, People's mastery".
The Constitution and the system of legal documents need to specifically and consistently stipulate the motto of “local decision, local action, local responsibility”, ensuring the “core rights” of each level of local government in accordance with the theory of decentralization. Correctly implement the principle that one task is assigned to only one agency to preside over and take primary responsibility, and relevant agencies coordinate to implement… associated with clearly defining the responsibilities of the head.
Establish agencies in a decentralized manner to enhance effectiveness and efficiency in performing public duties, especially in unexpected situations, new and specialized fields, to meet the flexibility and suitability of the two-level local government model in the context of a large management area. Build a system of public service implementation mechanisms that meet the requirements: Smooth, timely; easy to control the system; easy to detect and correct deviations (if any).
Ho Chi Minh City also needs to promote administrative reform, digital transformation and the application of science and technology, smart solutions to strongly innovate operations.
