Lac Son district publicly announced project planning in Quy Hoa commune.

The project of New Rural Residential Area, Resettlement Infrastructure and Housing in Quy Hoa Commune was approved by the Provincial People's Committee for investment policy, accepting the investor as Ha Nam Sun Company Limited, with an investment capital of over 1,300 billion VND, a population of 4,428 people, and a total registered land area of ​​33.57 hectares. The District People's Committee coordinated with the investor and related units to implement investment and construction procedures, and has completed the inventory of all assets of about 31.8 hectares. The Commune People's Committee verified the origin of the land for about 50% of the inventoried area (mainly agricultural land owned by the owner), appraised and publicly listed. The remaining 50% of the area is continuing to verify the origin of the land (subject to transfer, donation, inheritance... without a certificate, not owned by the owner).

The Kha Lake Ecological Urban Area and High-class Mineral Hot Spring Resort Project, also in Quy Hoa Commune, is invested by Hoa Binh Sun Company Limited, with a population of 4,600 people and a land use area of ​​about 85.2 hectares. The project's investment capital is VND 2,627 billion, expected to start and be completed in the first quarter of 2026. For this project, Lac Son district has established a working group to focus on directing the site clearance work and implementing related procedures, has completed the inventory of the entire rice field area, and is continuing to inventory residential land, houses and structures. The investor has completed the construction of 520m of road to the cemetery; applied VND 1,415 billion to move 65/65 graves out of the project area (moved completely). In April 2025, the inventory of assets including residential land, houses, structures, and verified the origin of the land will be the basis for approving the site clearance plans.

The land acquisition and clearance work of the above two projects has been quite favorable because the people have agreed and supported the project implementation policy. However, the project of the Doi Thung high-class ecological urban area, resort and entertainment in Quy Hoa commune has not received the consensus of the households on the project implementation policy, not allowing them to enter the project area for investigation and survey as a basis for developing construction plans and measuring maps, so it has not been implemented; the setting of planning markers, checking and counting of land and assets has not been carried out; some illegal land buyers and sellers continue to propagate and mobilize people to disagree with the project, thereby hindering the land acquisition and clearance work.

According to Mr. Bui Van Linh, Chairman of Lac Son District People's Committee, for the two projects of New Rural Residential Area, Resettlement Infrastructure and Housing Quy Hoa and Ecological Urban Area, High-class Hot Mineral Resort Lake Kha, it took a lot of time to verify the origin of the land because the land was small and fragmented, many households did not have a certificate, or if they had a certificate, it was in the name of their parents, the inherited land had many procedures... The investor agreed to support travel expenses for some households with children working far away to return to their localities to do legal procedures on land.

Lac Son district has strengthened the propaganda work to get households to agree to implement the projects. Focus on speeding up the progress of the two projects of the New Rural Residential Area, Resettlement Infrastructure and Housing of Quy Hoa and the Ecological Urban Area, High-class Mineral Hot Spring Resort of Kha Lake as a basis for propaganda to be more convenient for households. The district proposed the Provincial People's Committee to grant the right to exploit the surplus land at the Canh Tang Reservoir project to get land for leveling the ground. The investor coordinated with the Project Management Board and Quy Hoa commune to prepare the funding source, and when the plan is approved, it will be paid to the people promptly.
