Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau requested clarification of specific problems, causes, and responsibilities of units in the delay.

With the view of not letting the delay of more than 30 households affect the project progress and many other households have handed over the land, the Chairman of the Provincial People's Committee requested Cam Giang district to classify households according to the level of cooperation, establish propaganda teams, and mobilize households to agree and comply with the handover of the land. Compensation and site clearance work must ensure that people enjoy the highest benefits according to regulations. Proactively develop a plan for enforcement according to legal procedures in case people deliberately do not cooperate.

For the 7 households subject to resettlement, the Chairman of the Provincial People's Committee requested the locality to create favorable conditions for infrastructure and apply the best support policies so that people can feel secure in relocating and handing over the site to the project.

The Chairman of the Provincial People's Committee requested departments, branches and units to coordinate with the locality to focus on clearing the land at key points first, especially the bridge area, to serve the technical route. By May 4 at the latest, the Department of Agriculture and Environment must complete a report summarizing the project's land clearance problems; by May 15, Cam Giang district must report on specific solutions and progress in handling remaining cases, ensuring the handover of clean land to the construction unit.

When the site is handed over, contractors focus on maximum human resources, machinery, and materials to construct as quickly as possible while still ensuring technical requirements and saving costs.
