The numbers 'talk'

In 2024, overcoming many difficulties, Hai Duong's budget collection work has set a new milestone far from the old one. Hai Duong's total state budget revenue reached VND 30,774 billion for the first time, an increase of 38% compared to 2023. Of which, domestic revenue reached VND 26,154 billion, an increase of 36.1%.

The above "telling" figures show many records set for the first time. All 16 revenue items are estimated to exceed the estimate. New milestones in budget revenue are found in both domestic tax and import-export tax collection, in many taxes, in economic zones, in many localities and enterprises.

Compared to 2020, after 5 years, Hai Duong's domestic revenue increased by nearly 79.6%. According to the Tax Department of Region V, Hai Duong's total domestic tax revenue has maintained stable growth in the period 2020 - 2024.

In 2020, when the Covid-19 pandemic in Hai Duong was very complicated, domestic revenue decreased to nearly 14,604 billion VND, equal to nearly 91% compared to 2019.

In 2021, despite many difficulties due to the impact of the Covid-19 pandemic, Hai Duong still achieved its general goals and many targets and tasks set. Budget revenue in 2021 is considered a "record during the pandemic", with total revenue reaching 20,812 billion VND, exceeding 60% of the assigned estimate. Of which, domestic revenue reached 18,404 billion VND, exceeding nearly 67.9% of the assigned estimate. This shows the leadership and direction of the provincial leaders; the efforts of all levels, sectors and the business community in budget collection.

Domestic tax collection in 2022 reached nearly VND 16,825 billion, exceeding the assigned estimate by 37.1%, with 13/16 revenue items completed and exceeded the estimate but only equal to 91.4% compared to 2021. In 2023, total domestic revenue continued to increase to nearly VND 19,038 billion, exceeding the assigned estimate by 25.6% and increasing by nearly 12.8% compared to the results in 2022.

Flexible operation

“The above results have been clearly identified as being due to the effective and flexible management of annual budget revenue and expenditure. New tax mechanisms and policies have been promoted and supported for implementation, including maximizing the effectiveness of digitalization and modernization programs for the tax sector to create the greatest convenience for taxpayers,” said Mr. Bui Duc Thanh, Deputy Head of Tax Department of Region V.

Based on the 2021 revenue results, specific plans and solutions for implementing the 2022 revenue estimate have been determined. According to the Hai Duong Provincial People's Committee, 2021 is the first year of implementing the Resolution of the 17th Provincial Party Congress, the 10-year Socio-Economic Development Strategy for the 2021-2030 period and the 5-year Socio-Economic Development Plan for 2021-2025.

The 2021 financial and budgetary tasks are being implemented in a context where the world, region and domestic situation continues to be complicated and unpredictable, especially with the Covid-19 pandemic breaking out right from the beginning of the year in the province and Hai Duong being the epicenter of the third wave. These factors have adversely affected socio-economic development and the implementation of state financial and budgetary tasks in the province. In 2021, Hai Duong has drastically implemented solutions to achieve the dual goal of both effectively fighting the pandemic and developing the economy.

To achieve the set goals for the years 2022-2025, regarding budget revenue, Hai Duong continues to improve the investment and business environment, reform administrative procedures, create the most favorable conditions for the development of enterprises of all economic sectors, and remove difficulties for production and business. The province continues to effectively implement the Law on Tax Administration, ensuring the correct, full and timely collection of taxes, fees and charges, effectively managing newly arising revenues; strongly reforming tax administrative procedures, digitizing tax management; drastically implementing measures to urge and collect tax debts... Strictly handle acts of procrastination, tax debts, smuggling, tax fraud, and taking advantage of tax refund policies. Continue to review and strengthen the exploitation of financial resources from public assets, remove difficulties for land use fee collection projects to mobilize capital for social development.

The record budget collection in 2024 is the result of the unprecedented drastic participation of units in charge of budget collection. With the motto of "taking people and businesses as the center of service", Hai Duong always accompanies and shares the difficulties of businesses, has been focusing on promoting administrative procedure reform, improving the investment and business environment, removing difficulties, obstacles, and inadequacies in policies and administrative procedures to promote rapid and sustainable business development.

Hai Duong province closely coordinates with the Ministry of Finance and the tax sector to exempt, reduce, and extend tax and land rent payments for businesses, supporting the business community to overcome difficulties caused by storm No. 3 in 2024. When businesses do well, the province's revenue is also "nourished" stably and achieves results beyond expectations.

In 2025, Hai Duong province will continue to synchronously implement many measures, flexibly respond to economic developments, and proactively support businesses and taxpayers. Each Party Committee and government closely follows the socio-economic development 'scenario', and the results of budget collection plan implementation are updated monthly and quarterly.
