Arrangement of administrative units at provincial and communal levels: High consensus

The People's Council of Can Tho City has just passed resolutions on the policy of merging Can Tho City, Hau Giang and Soc Trang provinces; and the policy of rearranging administrative units at the commune level. The results of the voter survey also showed that the percentage of voters agreeing with the draft project of rearranging administrative units at the provincial and commune levels was 97.22% and 96.62%, respectively. In addition to agreeing with the above policy, people expect that with the merger of provincial and commune-level administrative units, eliminating the intermediate level (district level), the state administrative apparatus will be streamlined, operate effectively and efficiently, contributing to promoting administrative reform, serving people and businesses better and better.

The work of arranging provincial and commune-level administrative units in Can Tho City is carried out in accordance with the schedule and regulations of the Central Government. At the same time, it closely follows the criteria: natural area; population size; history, tradition, culture, religion, ethnicity; geo-economics; geo-politics; national defense and security. People in the city agree with the arrangement projects. At the 20th session of the City People's Council, delegates also voted to approve the policy of merging Can Tho City, Hau Giang and Soc Trang provinces, establishing a new centrally-run city called Can Tho City; the policy of arranging commune-level administrative units: after the arrangement and merger, Can Tho City will have 32 commune-level administrative units including 16 wards and 16 communes, reducing 48 commune-level administrative units.

Mr. Nguyen Huu Tri, a retired official of Hung Phu ward, Cai Rang district, said that eliminating the district level will reduce the intermediate levels, creating effective transparency in implementing the Party's policies and the State's policies from the provincial level to the grassroots level; at the same time, helping to save operating costs of the administrative apparatus, focusing resources on investment in city development. Mr. Tri shared: "Traffic infrastructure is increasingly convenient, digital transformation is being promoted - this is a solid foundation to streamline the apparatus and merge provinces and cities and eliminate the district level. Of course, we must increase the application of information technology in management, solving complex problems related to population and administration. It is necessary to identify the application of information technology and digital transformation as an important solution to streamline the apparatus".

Agreeing with the policy of merging 3 provinces and cities: Can Tho, Hau Giang and Soc Trang, Ms. Lu Tu Phung in area 4, Tra An ward, Binh Thuy district said that this is an opportunity for Can Tho city to expand and develop. Each province and city has its own advantages in terms of resources, culture, tourism or industry and when merging, the localities can coordinate and complement each other for more comprehensive development. However, according to Ms. Phung, the merger of administrative units needs to be associated with streamlining the apparatus, to save the budget, increase investment efficiency and allocate adequate resources for investment in developing economic and social infrastructure.

According to the report synthesizing voters' opinions on the merger of provincial and commune-level administrative units, voters also recommended prioritizing resources to support investment in infrastructure construction and socio-economic development at administrative units to be reorganized and ensure the operation of local governments after the merger. Proactively implement and create favorable conditions for people, organizations and businesses to convert documents related to the change of administrative unit names according to regulations; closely link the arrangement of administrative units with the enhancement of information technology application, digital transformation and application of scientific and technological advances.

According to Mr. Chau Viet Tha, Director of the Department of Home Affairs of Can Tho City, based on the results of collecting voters' opinions and the voting results of the People's Council of Can Tho City and the provinces of Soc Trang and Hau Giang; The City People's Committee will complete the content of the Government's Submission (through the Ministry of Home Affairs) to the Project on arranging provincial-level administrative units and the Project on arranging commune-level administrative units (before May 1, 2025), to submit to the National Assembly and the National Assembly Standing Committee for consideration and decision. Regarding the arrangement and assignment of commune-level cadres and civil servants (after merging commune-level administrative units and ending the operation of district-level administrative units), the number of staff and personnel currently present at agencies and units will be temporarily kept stable to review, arrange and assign them to perform political and professional tasks. Based on practical conditions and standards, current capacity of district-level cadres, civil servants and public employees, commune-level cadres and civil servants and the direction and guidance of competent authorities to implement staff streamlining according to the roadmap and guidance of the Central Government.

The determination of the entire political system and the consensus of the people towards the policy of arranging administrative units at the provincial and communal levels will open up opportunities for the new Can Tho City to continue to break through and develop.

According to Plan No. 74/KH-UBND of the People's Committee of Can Tho City on implementing the arrangement of administrative units at all levels and building a 2-level local government organization model, the People's Committee of the city assigned the Department of Home Affairs to coordinate with the Organization Board of the City Party Committee, agencies and localities to review and develop a plan to arrange the organizational apparatus, plan to arrange the number of cadres, civil servants, public employees and workers at the newly established administrative units; plan the number and solution to the subjects affected by the arrangement of administrative units at all levels after the arrangement, submit to the competent authority for consideration and decision. Within 10 days from the effective date of the Resolution of the National Assembly Standing Committee, local Party committees, authorities, and grassroots socio-political organizations shall coordinate with the Department of Home Affairs and relevant agencies to arrange and perfect the organizational apparatus of agencies and organizations at grassroots administrative units after the arrangement.
