Conference Delegates

At the Conference, delegates focused on discussing and evaluating that in the first quarter of 2025, the assigned political tasks have achieved many positive results. Established under Decision No. 1569-QD/TU dated February 20, 2025, the Party Committee of the Bac Kan Provincial People's Committee has urgently completed the organizational structure, issued working regulations, assigned tasks to key officials, ensuring smooth and uninterrupted operations. In the context of both arranging a new organization and implementing regular tasks, the Party Committee has closely followed the direction of the Provincial Party Committee, effectively implementing the resolutions of the Central and local governments.

Economic growth rate reached 7.94%, the highest in the past 14 years. The industrial and service sectors recorded a growth rate of over 30%, the disbursement rate of public investment reached over 20% of the annual plan. Agriculture remained stable, tourism and trade flourished thanks to a series of major events such as the 125th anniversary of the province's founding and the 50th anniversary of the Liberation of the South and National Reunification. Social security programs, the elimination of temporary and dilapidated houses continued to receive close attention and direction, national defense and security were firmly ensured.

In addition to the task of economic development, the Provincial Party Committee has paid special attention to Party building, perfecting the organization and personnel, promoting political and ideological education, and improving the quality of Party cell activities. In the first quarter, the Party Committee has organized the admission of new Party members, transferred activities for dozens of Party members, and issued decisions to appoint Party committees and leaders of newly merged Party cells and grassroots Party committees. The work of inspection, supervision, enforcement of Party discipline, and prevention of corruption and negativity has been strengthened. The reception of citizens, handling of petitions, and protection of whistleblowers have been strictly implemented according to the new instructions of the Politburo.

The Provincial Party Committee has directed to strengthen the grasp of Party members' thoughts, orient public opinion, and proactively fight against wrong and hostile views on cyberspace. Mass mobilization work and activities of political and social organizations continue to innovate content and methods, focusing on the grassroots, associated with patriotic emulation movements and major campaigns, contributing to strengthening the great national unity bloc.

The conference also approved the Plan for studying and following Ho Chi Minh's ideology, morality and lifestyle of the Party Executive Committee in 2025; the Inspection and supervision plan of the Standing Committee of the Provincial People's Committee Party Committee in 2025; Notice of assignment of tasks to members of the Party Executive Committee, term 2020 - 2025 and Resolution of the 2nd Party Executive Committee Conference.

Concluding the Conference, Comrade Nguyen Dang Binh - Deputy Secretary of the Provincial Party Committee, Secretary of the Provincial People's Committee Party Committee, Chairman of the Provincial People's Committee affirmed that the results achieved in the first quarter of 2025 demonstrated the spirit of high determination, solidarity, joint efforts and unity of the entire political system, of the contingent of cadres, party members, civil servants, public employees, business community and people of all walks of life in the province. The Provincial Party Executive Committee acknowledged, warmly commended and highly appreciated the efforts and endeavors of Party committees at all levels, authorities, the Fatherland Front, sectors, organizations, business community, cadres, party members and people of all walks of life in the province. This will be a premise to create a stepping stone for stronger development in the coming time.

To realize the 2025 target, Chairman of the Provincial People's Committee Nguyen Dang Binh requested Party committees at all levels, authorities, organizations, individuals, especially heads of branches, affiliated Party committees, heads of sectors and units to focus on leadership and direction to resolutely and synchronously implement the tasks of the second quarter, closely follow the growth target, maintain the spirit of solidarity, proactiveness and creativity in management.

At the same time, strengthen management work, promptly handle according to regulations for headquarters and surplus assets due to the reorganization of the apparatus, avoid loss and waste; review, adjust, and cut spending tasks, works, and projects to ensure synchronization and consistency with the reorganization of the apparatus of the political system according to Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat; urge to accelerate the implementation of public investment projects and non-budgetary investments, and complete them soon to contribute to economic growth according to the set plan.

Continue to improve the quality of cultural and social activities. Prepare well the conditions to celebrate major holidays and important events of the province in 2025, first of all the Provincial Culture and Tourism Week. Continue to promote the campaign to support housing construction for poor households, policy households, households with housing difficulties and implement housing construction support for households in accordance with regulations, completing the set plan.

Lead and direct the implementation of the work of organizing and rearranging the apparatus well according to regulations; continue to focus on leading and directing to strengthen the grasp of public opinion, proactively propagate and orient ideology, create high consensus and unity among cadres, party members, civil servants, public employees and people of all walks of life in implementing the arrangement of administrative units, streamlining the apparatus of the political system, implementing the 2-level local government model; ensure the maintenance of political security and social order and safety in the area.

Continue to effectively implement Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo on continuing to implement Directive 05-CT/TW "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle". Lead and direct the effective implementation of mass mobilization work in the new situation; well implement the Regulations on mass mobilization work in the entire Party organization; pay attention to doing well the work of political and ideological education, well implementing the regime and policies for cadres, civil servants, public employees and workers affected by the reorganization of the apparatus....

Faced with the difficulties and challenges in the current period, Chairman of the Provincial People's Committee Nguyen Dang Binh requested that each cadre, party member, civil servant and public employee uphold the spirit of "as long as there is strength and duty, we must do our best"; must have the "5 steadfast" mindset, which is: "Strong in the cadre team - Steadfast in the face of all changes - Steadfast in the face of challenges - Steadfast in the future - Steadfastly moving forward"; high determination, great efforts, drastic actions to successfully realize the goals and tasks of 2025, creating momentum to complete the goals set out in the Resolution of the 12th Provincial Party Congress./.
