Enhancing Vietnam's position through foreign information work on human rights

On August 7, in Hoa Binh, the Central Propaganda Department and the Government's Human Rights Steering Committee coordinated with the Hoa Binh Provincial Party Committee to organize a training conference on foreign information and human rights work in 2024.

Mr. Phan Xuan Thuy, Deputy Head of the Central Propaganda Department; Mr. Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Steering Committee for External Information Work of Hoa Binh Province and Major General Nguyen Van Ky, Deputy Director of the Department of Foreign Affairs, Ministry of Public Security, Deputy Chief of the Standing Office of the Steering Committee on Human Rights attended and co-chaired the Conference.

Also attending the event were leaders and officials from 14 provinces and cities in the Northern Midlands and Mountains region and leaders and reporters from a number of central and Hoa Binh province press agencies.

In his opening speech, Mr. Bui Duc Hinh emphasized that in recent times, the Standing Committee of the Hoa Binh Provincial Party Committee has focused on leading and directing the implementation of tasks and solutions to raise awareness and responsibility, innovate content and methods of operation to create unity in awareness and action of departments, agencies and localities in external information work, ensuring the motto of "proactive, synchronous, timely, creative and effective".

The Provincial Human Rights Steering Committee has been proactive in advising authorities at all levels to implement policies and laws on ensuring and promoting human rights; continuing to promote internal and external communications, spreading positive information about achievements in ensuring human rights.

In particular, the Steering Committee has strengthened information and propaganda work on social networking platforms; proactively grasped the situation, raised vigilance, and detected plots and activities of hostile forces taking advantage of democracy and human rights issues in the province, and freedom of belief and religion.

At the event, Deputy Director of the Department of External Information, Ministry of Information and Communications Dinh Tien Dung presented the topic "Guidelines for implementing groups of tasks and key solutions in Resolution No. 47/NQ-CP dated April 15, 2024 of the Government on the Government's Action Program to 2030 to implement Conclusion No. 57-KL/TW of the Politburo in conjunction with the characteristics of regional provinces".

Accordingly, there are 5 main groups of tasks on information dissemination, including: disseminating, propagating, disseminating information and implementing action programs; strengthening coordination between agencies and organizations in the political system, enhancing state management responsibilities, perfecting mechanisms and policies on information dissemination; innovating thinking, content and methods of information dissemination; stepping up the fight against false and negative information that affects the national image; and increasing resources, encouraging and mobilizing social resources for information dissemination work.

The Deputy Director of the Department of External Information suggested focusing on researching approaches and innovating the way of doing TTĐN to implement the tasks in Resolution No. 47/NQ-CP dated April 15, 2024, meeting the requirements in the new period. For localities that have issued plans to implement Conclusion No. 57-KL/TW, Mr. Dinh Tien Dung suggested reviewing, amending and supplementing to ensure consistency with the contents stated in Resolution No. 47/NQ-CP.

Also at the Conference, Ms. Dang Thi Phuong Thao, Deputy Director of the Department of Foreign Policy, Ministry of Foreign Affairs, presented on "The core and key contents in Conclusion No. 71-KL/TW dated February 16, 2024 of the Politburo on a number of major tasks and solutions to implement the foreign policy of the 13th National Party Congress".

Accordingly, the main purposes of Conclusion No. 71-KL/TW include: concretizing an important step in implementing the Party's 13th National Congress's foreign policy guidelines and guidelines; systematizing the Party's foreign policy guidelines, viewpoints, and mottos in nearly 40 years of Doi Moi; synchronizing and linking foreign policy strategies with the national defense strategy and socio-economic development strategies; proposing groups of tasks and major solutions in handling the country's important foreign affairs issues, updating new developments in the situation; unifying perceptions and actions in the political system and foreign affairs forces.

Deputy Director of the Foreign Policy Department, Ministry of Foreign Affairs Dang Thi Phuong Thao outlined eight major tasks and solutions in Vietnam's foreign policy, focusing on promoting relations with neighboring countries (China, Laos, Cambodia), major countries (US, Russia), Southeast Asian countries, the Mekong sub-region and other important partners in depth, substance, stability and sustainability. At the same time, Vietnam needs to promote and elevate multilateral diplomacy, promoting its role as an active and responsible member in the international community.

Within the framework of the topic "Human rights work in the past and future directions", Mr. Nguyen Van Ky, Deputy Director of the Department of Foreign Affairs, Ministry of Public Security, Deputy Chief of the Government's Permanent Office for Human Rights emphasized important contents on proactively disseminating and informing internally and externally about the results and achievements that Vietnam has achieved in human rights work on mass media.

Also at the Conference, presenting the topic "Human rights issues at multilateral and international forums and Vietnam's behavior", Mr. Nguyen Vu Minh, Deputy Director of the Department of International Organizations, Ministry of Foreign Affairs, said that at the global level, there are currently 9 key international treaties on human rights. In that context, Vietnam proactively participates in all United Nations (UN) forums on human rights, especially actively participating in the UN Human Rights Council for the 2023-2025 term with 8 priority areas. At the same time, Vietnam has made many substantive contributions with specific initiatives, notably the initiation of the Resolution on the 75th anniversary of the Universal Declaration of Human Rights and the 30th anniversary of the Vienna Declaration and Programme of Action (2023).

Regarding future implementation measures, the Deputy Director of the Department of International Organizations, Ministry of Foreign Affairs emphasized that at multilateral forums, Vietnam needs to proactively inform about its efforts and achievements in ensuring human rights; emphasize its stance of promoting dialogue and cooperation, and opposing politicization and exploitation of human rights issues for internal interference.

In bilateral relations, Vietnam is willing to have frank and substantive exchanges with all countries on human rights to enhance understanding, narrow differences, and thereby promote cooperation.

In his concluding remarks at the Conference, Mr. Phan Xuan Thuy, Deputy Head of the Central Propaganda Department, requested the leaders of the Steering Committees of provinces and cities to further enhance their roles and responsibilities in leading, directing, operating and organizing the implementation of tasks and solutions in Conclusion No. 57-KL/TW; thoroughly grasp and raise awareness among cadres, party members and people about the importance of information work, ensuring and promoting human rights, and promoting information on the human rights situation in Vietnam to enhance the image and position of the country.
