The report at the conference stated that Kon Tum is a mountainous border province, located in the North of the Central Highlands, with an important strategic position in terms of politics, socio-economics, national defense, security and foreign affairs. The province shares borders with Laos and Cambodia. The border area of ​​the province has 99 villages, 13 communes in 4 districts: Sa Thay, Dak Glei, Ngoc Hoi, Ia H'Drai.

To thoroughly grasp and comprehensively and effectively implement Directive No. 01, Kon Tum Provincial People's Committee has established a Steering Committee, issued regulations and a strict operating program. The Provincial Border Guard Command is the Standing Agency of the Provincial Steering Committee, coordinating with the District Party Committees and People's Committees of 4 border districts to implement the movement extensively, in accordance with the practical situation in the border area and the implementation capacity of cadres, soldiers and people in the area.

The police, military and border guards have coordinated to carry out the tasks of protecting national security, ensuring social order and safety, fighting against crimes and national defense tasks. In particular, the provincial Border Guard has presided over and coordinated border patrols and areas 5,672 times with the participation of 33,326 officers, soldiers and people; coordinated with the border protection forces of Laos and Cambodia to conduct joint patrols and bilateral patrols 428 times with the participation of 2,415 people. Successfully established and fought 24 special cases on drug crimes, human trafficking and contraband goods. Detected, arrested and handled 806 cases/1,161 subjects, seized many exhibits.
