On August 5, informing Dai Doan Ket Online, Permanent Vice Chairman of Nam Dinh Provincial People's Committee Tran Anh Dung said that the Provincial People's Committee had received Decision No. 761-QD/TTg of the Prime Minister, signed by Deputy Prime Minister Tran Luu Quang on August 2, 2024, on recognizing Giao Thuy district, Nam Dinh province as meeting the Advanced New Rural standards in 2023.

In the Decision, the Prime Minister assigned the People's Committee of Nam Dinh province to be responsible for announcing and rewarding according to regulations; directing to continue maintaining and improving the quality of criteria, focusing on environmental criteria to ensure sustainability in new rural construction.

Giao Thuy is the first district of Nam Dinh province to achieve the advanced new rural district standards.

Giao Thuy district is located on the coast, in the East of Nam Dinh province; nearly 50 km from Nam Dinh city, the east and south border the East Sea, the west border Xuan Truong district, the southwest border Hai Hau district (same province), the north border the Red River with the other side being Kien Xuong and Tien Hai districts (Thai Binh province).

The district has 20 communes, 2 towns (Ngo Dong, Quat Lam), and Xuan Thuy National Park located at Ba Lat estuary - where the Red River flows into the sea.

According to the report of Giao Thuy District People's Committee, in the period of 2010-2020, 100% of the communes in the district met the new rural standards. Since then, the district has continued to focus on implementing the criteria of advanced new rural areas and model new rural areas.

Up to now, the district has had 18/20 communes recognized as meeting advanced new rural standards; 2/2 towns of Ngo Dong and Quat Lam (100%) have been recognized as meeting civilized urban standards. 11/20 communes have met model new rural standards, of which Giao Phong commune is being selected by the Central Government to pilot the model of "Smart new rural commune".

The whole district achieved 9/9 criteria for advanced new rural districts in the set of criteria for advanced new rural districts for the period 2021-2025.

The results of the survey on people's opinions on the results of the construction of advanced new rural areas implemented by the local Fatherland Front reached a satisfaction rate of 99.7%.

The recognition of new rural, advanced new rural and model new rural standards is based on the criteria and regulations according to Decision No. 318/QD-TTg dated March 8, 2022 of the Prime Minister (on promulgating the National Criteria Set for new rural communes and advanced new rural communes for the period 2021-2025); Decision No. 319/QD-TTg dated March 8, 2022 of the Prime Minister, regulations on model new rural communes for the period 2021-2025 and Decisions of the Provincial People's Committees under their authority.
