Accordingly, on April 23, 2025, at the Government headquarters, Deputy Prime Minister Mai Van Chinh chaired a meeting on the draft Decree regulating the Database on domestic violence prevention and control.

Attending the meeting were representatives of the leaders of the Ministries, agencies and localities: Culture, Sports and Tourism, Justice, Health, Agriculture and Environment, Government Inspectorate, Supreme People's Procuracy, Central Committee of Vietnam Women's Union, Hanoi People's Committee and representatives of the leaders of units under the Ministries and agencies: Science and Technology, Public Security, Finance, Home Affairs, Supreme People's Court, Government Office.

After listening to the report of the Ministry of Culture, Sports and Tourism and the opinions of delegates attending the meeting, Deputy Prime Minister Mai Van Chinh concluded as follows:

Acknowledging the efforts and responsibility of the Ministry of Culture, Sports and Tourism in presiding over and coordinating with ministries, agencies and localities to develop and submit to the Government a draft Decree regulating the Database on Domestic Violence Prevention and Control. The development of the draft Decree is necessary to detail Article 43 of the Law on Domestic Violence Prevention and Control 2022 on the Database on Domestic Violence Prevention and Control. The process of developing the draft Decree is carried out in compliance with the provisions of the Law on Promulgation of Legal Documents 2015 (amended and supplemented in 2020).

Basically agree with the content of the draft Decree. Propose that the Ministry of Culture, Sports and Tourism review, study, absorb and explain the opinions of ministries, agencies and localities at the meeting, and at the same time note the following contents to continue to complete the draft Decree, submit to the Government for consideration and promulgation:

Closely follow and appropriately apply the contents, tasks and solutions of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, as well as the construction and operation of the National Data Center.

Carefully review the content of the draft Decree with relevant laws and decrees, especially the Data Law (effective from July 1, 2025) to ensure consistency, suitability and feasibility when this Decree is issued.

Ensure that the database on domestic violence prevention and control is collected, created, updated, connected, shared, managed, exploited, used effectively, consistently, without duplication or overlap with other related databases, especially databases on population; insurance; cadres, civil servants; execution of criminal sentences; citizen reception, handling of petitions, settlement of complaints, denunciations, recommendations, reflections...; at the same time, review to correctly specify the information: Medical facility code, social insurance participation information, social insurance benefit information...

Ensure that information and data are provided, connected, shared, and are timely, “correct, sufficient, clean, and alive” to serve truly effective exploitation and use, avoiding waste.

Previously, reporting on the draft Decree regulating the Database on Domestic Violence Prevention and Control, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy said that the basis for developing the Decree is stipulated in Clause 3, Article 43 of the Law on Domestic Violence Prevention and Control, and according to Decision No. 1529/QD-TTg dated December 12, 2022 of the Prime Minister promulgating the list and assigning the agency in charge of drafting documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 4th session, the Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate the development of the draft Decree regulating the Database on Domestic Violence Prevention and Control to submit to the Government in October 2024.

During the drafting process, the Ministry of Culture, Sports and Tourism presided over and coordinated with ministries, branches and localities to develop the draft Decree dossier in accordance with the order and procedures prescribed in the Law on Promulgation of Legal Documents 2015 and guiding documents, detailed regulations for implementation, such as: Establishing a Drafting Committee and Editorial Team with the participation of representatives of relevant ministries and branches; organizing meetings of the Drafting Committee and Editorial Team; sending the draft Decree dossier to solicit comments from ministries, branches and localities, posting it on the Government's Electronic Information Portal and that of the Ministry of Culture, Sports and Tourism.

The comments of agencies, organizations and individuals have been received, thoroughly explained and revised by the Ministry of Culture, Sports and Tourism to complete the draft Decree and send it to the Ministry of Justice for appraisal. Regarding the structure and basic content of the Decree submitted to the Government for promulgation, there are 4 chapters and 17 articles, which stipulate the subjects of application; Database on domestic violence prevention and control; principles of collecting, creating, updating, connecting, sharing, managing, exploiting and using the Database on domestic violence prevention and control; on the content of state management information on domestic violence prevention and control and management, exploitation and use of the database on domestic violence prevention and control...
