Proposal to collect tolls on 5 state-invested highways

The Vietnam Road Administration and the Ministry of Construction have just proposed to collect tolls on five state-invested expressways at prices ranging from 900 - 1,300 VND/km.

The Vietnam Road Administration has just submitted to the Ministry of Construction for approval a project to exploit the infrastructure assets of 5 expressways. Of which, 4 expressways Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet do not fully meet the requirements of the Road Law, so the lowest fee proposed is 900 VND/km for vehicles under 12 seats and trucks under 2 tons.

Phan Thiet - Dau Giay Expressway has fully met the regulations on toll collection conditions (4-lane road, with continuous emergency lanes) and is proposed to have the lowest toll of 1,300 VND/km.

It is expected that when implementing toll collection on the above 5 expressways, after deducting the collection organization costs, each year the budget will pay about 1,700 billion VND.

Regarding the toll collection period, the Department of Roads said that the depreciation period for machinery and equipment, equipment serving general operations, and office machinery and equipment is from 5-8 years.

From the above regulations, the Department proposes that the asset exploitation period is 7 years. During the process of evaluating the implementation of the policy or after the end of a cycle of equipment exploitation, other exploitation methods will be studied and proposed (if appropriate).

Currently, the country has 12 expressways that are owned by the state and directly managed and operated under the management of the Ministry of Construction. In addition to the 5 expressways mentioned above, there are 7 expressways that are not eligible for toll collection, including: Hanoi - Thai Nguyen, Lao Cai - Kim Thanh, Cao Bo - Mai Son, Cam Lo - La Son, La Son - Tuy Loan, Ho Chi Minh City - Trung Luong.

The Department of Roads said that highways that do not meet the conditions will be studied to continue developing exploitation plans in the next phase.
