Specifically, Group I includes the fisheries - agriculture - forestry sector, with the target of increasing by about 3.5%. For localities implementing this sector, the focus will be on expanding the area, improving the productivity, quality and efficiency of the super-intensive shrimp farming model, the improved extensive shrimp farming model in 2 stages (specialized shrimp, shrimp - forest, shrimp - rice). Strive for a total aquatic product output of about 667,000 tons (of which, shrimp output is about 263,500 tons). Organize production according to the value chain through improving the capacity and efficiency of collective economic activities; improve the efficiency of production of products with high output and value such as: high-quality rice, crab, OCOP products...
Mr. Ly Minh Vung, Chairman of Thoi Binh District People's Committee, said: "To achieve the target of GDP growth of 8% or more, the district is transforming the sustainable growth model of the agricultural sector. In particular, focusing on 2-phase shrimp farming and improved extensive shrimp farming. Currently, the whole district has 16,000/48,000 hectares of improved extensive shrimp farming, striving to expand the farming area by 5,000 hectares in 2025, bringing the total improved extensive shrimp farming area to 21,000 hectares. According to the assessment of the professional sector, this model creates sustainability and high productivity."

Group II includes the industrial and construction sectors, increasing by about 10%. Maintaining stable operations of wind power plants that have come into commercial operation and customers installing existing rooftop solar power systems. Creating all conditions to quickly resolve investment procedures, promptly remove difficulties and obstacles in investment and business activities, and encourage investment of economic sectors. Mr. Nguyen Duc Thanh, Director of the Department of Finance, said: "The province will coordinate with the Ministry of Construction to speed up the progress, basically completing the Can Tho - Ca Mau expressway and the connecting expressway in Ca Mau province in 2025. Complete the dossier to submit to competent authorities for approval of key and driving projects in the province such as: Ca Mau - Dat Mui expressway; upgrading and expanding National Highway 1, National Highway 63, Ho Chi Minh road (through Ca Mau province); coastal road in Ca Mau province; investing in the construction of roads connecting to Hon Khoai island and Hon Khoai General Port; coordinating with Vietnam Airports Corporation to soon start the project to upgrade and expand Ca Mau Airport".
Group III on service development is expected to increase by about 10.4%. In particular, the sectors focus on reforming administrative procedures, strongly improving the investment and business environment, and improving the Provincial Competitiveness Index. Continue to pay attention to implementing solutions to support cooperatives and small and medium enterprises. Strengthen investment promotion, attract investment projects to develop a modern and synchronous trade infrastructure system. Focus on exploiting and developing the domestic trade market; build and implement consumer stimulus programs, and focused promotion months.
