On the afternoon of August 13, according to information from Ho Chi Minh City Social Insurance, this agency has just sent a document to health insurance medical facilities about reviewing drugs with the same active ingredients, content and high prices.
To review drugs covered by health insurance in the area, Ho Chi Minh City Social Insurance synthesizes drugs from bidding results announced until June 2024 sent by medical facilities to the insurance agency.
Accordingly, Ho Chi Minh City Social Insurance reviewed over 600 types of health insurance-covered drugs with the same active ingredients and content with high prices due to different dosage forms, packaging, technical criteria groups or different manufacturers.
At the same time, it is recommended that medical facilities proactively review high-priced drugs when developing plans to select contractors in the coming time.
In addition, for high-priced drugs, medical facilities are requested to request contractors to negotiate price reductions to contribute to the effective and economical use of health insurance funds.
In addition, adjust to reduce the use of high-priced drugs and use other alternative drugs to balance health insurance spending according to planned spending.
For medical examination and treatment facilities with total health insurance medical examination and treatment expenses exceeding the expected expenses, the use of high-priced drugs with a high rate is considered a subjective cause of overspending.
Negotiating on high-priced, unreasonable medical supplies and drugs
In the first 6 months of 2024, the health insurance expenditure for 10.6 million inpatients and outpatients, an increase of more than 1 million compared to 2023, in Ho Chi Minh City was VND 11,941 billion, an increase of more than VND 1,525 billion compared to the same period in 2023.
In 2024, the Government has not yet assigned a budget, so Ho Chi Minh City temporarily calculated the total health insurance expenditure in 2023 at more than 21,931 billion VND.
Regarding solutions to control reasonable medical examination and treatment costs, the Department of Health and Social Insurance of Ho Chi Minh City has reported to the People's Committee of Ho Chi Minh City and provided advice and direction.
Accordingly, every month, Ho Chi Minh City Social Insurance will announce the average increased costs of the units for review and adjustment if unreasonable.
Regarding drugs and medical supplies with high and unreasonable prices, Ho Chi Minh City Social Insurance recommends that hospitals review and negotiate with contractors to reduce prices. Hospitals should choose more drugs and medical supplies with reasonable prices and quality to provide to people with health insurance cards.
