At the end of the working session with the southern provinces on the implementation of key transport projects on the afternoon of April 21, Prime Minister Pham Minh Chinh made a number of conclusions on investment in transport methods in the coming time.
Regarding railways, the high-speed railway project from Ho Chi Minh City to Can Tho is trying to start construction in 2027.
According to the Prime Minister, this project was started after having experience in building the road connecting with China and the North-South high-speed railway, on that basis extending to Can Tho. The Prime Minister said that was the reason why he gave the 2027 timeline.
The section from Can Tho to Ca Mau will continue, trying to start construction in 2028 using different methods.
Regarding air routes, Phu Quoc, Ca Mau, Rach Gia (Kien Giang) airports will be expanded and provinces must be proactive.
Regarding seaports, there will be three ports: Tran De (Soc Trang), Cai Cui (Can Tho) and Hon Khoai (Ca Mau). The Prime Minister suggested that after Hon Khoai port has been deployed, Tran De port needs to be reviewed and its functions and tasks should be proposed accordingly.
Regarding waterway traffic, inland waterway ports have been planned, provinces must proactively propose, what is under local authority must be decided.
The Prime Minister affirmed that the Central Government only makes connections between regions, provinces, countries and internationally, while matters within the province must be decided by the locality, not waiting or relying on others.

Regarding roads, the Prime Minister called for a spirit of speed, boldness and speed, even bolder in implementing the strategic infrastructure system for the Mekong Delta, next year must be better than last year, next term must be better than last term to complete the target of 1,200km of highway and possibly 1,300km because the Ca Mau to Dat Mui and Dat Mui to Hon Khoai sections have just been assigned.
