Merging provincial and communal levels: Human resources work in the face of new requirements

The "revolution" in organizational structure, administrative units and reform and innovation for national development is taking place fiercely and urgently nationwide. It is expected that the arrangement of provincial and communal administrative units and the organization of the two-level local government system will be completed before September 1.

Speaking at the recent National Conference to disseminate and implement the Resolution of the 11th Central Committee (13th tenure), General Secretary To Lam stated: "Personnel work is already very important, and is now even more important in the face of new requirements". The current situation requires us to "do a good job in selecting and arranging leaders, especially heads of provincial and communal agencies after the merger".

In the context that the entire political system is simultaneously carrying out many historical tasks with the spirit of "running and lining up at the same time", "only discussing work, not retreating", "not allowing work to be interrupted", "the new apparatus must be close to the people, must operate better and more effectively than the old apparatus", it can be said that personnel work in general, the selection and arrangement of leaders, especially the heads of provincial and commune-level agencies after the merger in particular, are particularly important, playing a key role in ensuring the stability of the political system, quickly adapting to the new situation to implement development plans in localities.

In addition, one of the top goals of the policy of restructuring localities and streamlining the political system is to create "new development spaces". Therefore, people across the country must also have high expectations for a team of cadres with a new mindset and new vitality, with the courage and capacity to match historical responsibilities, full of aspirations and enthusiasm to achieve breakthrough development goals in localities as well as nationwide.

On April 14, the Politburo issued Directive No. 45-CT/TW on Party Congresses at all levels leading up to the 14th National Party Congress, and Conclusion No. 150-KL/TW guiding the development of personnel plans for provincial Party Committees subject to consolidation and merger and newly established communes. Accordingly, one of the instructions stated in Conclusion No. 150-KL/TW is: "When implementing the consolidation or merger of provincial-level administrative units or establishing new commune-level administrative units, the positions of Chairman and Vice Chairman of the People's Council and People's Committee; Head and Deputy Head of the National Assembly Delegation; Heads of Committees of the People's Council and members of the People's Committee shall not be elected according to regulations, but the National Assembly Standing Committee, the Prime Minister, and the Standing Committee of the People's Council at the provincial and communal levels shall, based on the notification of the competent Party Committee for personnel management, proceed to designate and appoint personnel to hold the above-mentioned related positions. In special cases, it is allowed to designate personnel who are not People's Council delegates to hold leadership positions of the newly established provincial and communal People's Councils".

In the current context, "designating and appointing personnel" in accordance with the above instructions will help select personnel who meet the requirements of quality and capacity, in accordance with the criteria set forth by competent agencies of the Party and State, as well as specific needs and expectations in the locality, not only for the current period and the upcoming term.

The aspiration to develop the country by leaps and bounds, to change the position of the nation and people in the new era has been repeatedly affirmed by the Central Executive Committee as well as the highest leaders of the Party and State. Considering the political tradition, the characteristics of the national governance system, as well as the current level of development of the country, to realize the political mission of the Party in the mid-21st century (vision 2045, Vietnam becomes a developed country with high income), the team of leaders and managers at all levels, including provincial and communal levels, play a decisive role.

Also at the National Conference to disseminate and implement the Resolution of the 11th Central Committee (term XIII), General Secretary To Lam made a very convincing assessment: "The world has gone too far... if we do not change, it will be difficult to catch up, the risk of falling behind is clear". Emphasizing the importance of personnel work in the current special context, General Secretary To Lam emphasized "it is necessary to calculate synchronously and interconnectively between all 4 stages: Arranging cadres after the merger - Personnel for provincial and commune-level party congresses - Personnel for the 14th Congress - Personnel for the election of the National Assembly and People's Councils at all levels". Along with that, "leadership personnel at all levels and personnel for the 14th Congress must have "enough virtue - enough talent - enough heart - enough scope - enough strength - enough revolutionary enthusiasm" to shoulder the historical responsibility of the country".

The Party leader also stated his point of view clearly: "In the current situation, there is no room for opportunistic, competitive, moderate, hesitant, afraid of innovation, or self-interested cadres." According to the General Secretary, "those who feel they do not meet the requirements should voluntarily withdraw and make way for more deserving people - voluntarily standing behind for development is also an act of courage, bravery, pride, and praise."

The above viewpoint of General Secretary To Lam is consistent with the Party's policy expressed in Conclusion No. 150-KL/TW: "Do not consider, assign, arrange, or recommend to hold higher positions or more important positions for cadres who have been disciplined during the 2020-2025 term or have committed violations or shortcomings according to the conclusions of competent authorities or have information about personal responsibility in cases, incidents, and conclusions that competent agencies are investigating, inspecting, and examining".

It is thought that, in the period of implementing revolutionary policies, the increasingly high requirements and tasks will be both a challenge and an opportunity for cadres, especially provincial and communal leaders, to demonstrate their capacity, courage and responsibility before the Party, the State and the people. Thereby, competent authorities will be able to screen, discover and select people with enough virtue and talent to continue planning and arranging them into worthy and suitable positions for the development of the locality and the country in the new period, the whole nation will strive to act to change the national position.

Being fully aware of the people's expectations and strictly following the conclusions, requirements, and instructions of competent authorities and regulations of the Party and laws of the State on personnel work, believing that competent authorities will select and arrange leading officials, especially heads of provincial and communal agencies after the arrangement, who have enough mettle, qualities, intelligence, and high prestige, have aspirations and enthusiasm to contribute well to undertake the assigned responsibilities.
