On the morning of April 29, the National Assembly Delegation of Quang Binh province held a conference to collect opinions on the proposed content of the 9th Session of the 15th National Assembly, in order to grasp the socio-economic situation and activities of sectors in the locality and receive recommendations and proposals to prepare for attending the Session.

Deputy Head of the National Assembly Delegation of Quang Binh province Nguyen Minh Tam chaired the conference.

Attending the conference were Vice Chairman of the Provincial People's Committee Phan Phong Phu and representatives of departments, branches and sectors of Quang Binh province.

At the conference, on behalf of the Provincial Delegation of National Assembly Deputies, Deputy Head of the Delegation in charge of the Provincial Delegation of National Assembly Deputies Nguyen Minh Tam said: At the Session, in addition to reviewing and deciding on contents within the authority of constitutionalization, legislation, and supervision of other important contents, the National Assembly will give opinions to consider and approve the Resolution of the National Assembly on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts; at the same time, approve the Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of social housing... Therefore, the Delegation of National Assembly Deputies of Quang Binh province requested that units, departments, and branches reflect the current situation and make related recommendations.

Regarding the socio-economic development situation in the first 4 months of 2025, Vice Chairman of the Provincial People's Committee Phan Phong Phu said that in the past time, the locality has urgently and resolutely carried out the work of arranging administrative units at the provincial and communal levels; agricultural production has basically been carried out according to plan; industry has developed stably; the province's strategic transport infrastructure has continued to be upgraded with the event of the technical opening of the North-South Expressway Component Project, Bung - Van Ninh section and the groundbreaking ceremony of the T2 Passenger Terminal - Dong Hoi Airport; cultural, sports and tourism activities are rich and diverse; the management of tourist service activities for the 2025 summer tourist season has been directed with attention; investment promotion work continues to achieve important results.

In addition, the Power Plan VIII has been adjusted, opening up more room for growth for the locality in the coming time; recording many positive signals to achieve the 8% target. In particular, the two provinces of Quang Binh and Quang Tri have held meetings to discuss and agree on preparations for the merger.

At the same time, to effectively implement the economic growth target, departments, branches and sectors have exchanged, discussed and proposed a number of contents to properly implement the growth process set out in 2025 this year.

Specifically, representatives of departments, branches and sectors proposed a number of contents to facilitate the implementation of the policy of arranging administrative units at the provincial and communal levels, organizing 2-level government, so that the operation process is not interrupted, especially for the work of serving the people, including: processing, editing and storing documents handed over from the district level; resolving the regime for part-time positions at the communal level, with more than 3,100 people in Quang Binh; supporting the resolution of regimes for civil servants in public service units; proposing direction and guidance for the communal level to perform tasks related to Project 06; having a process for granting seals to communal-level administrative units to facilitate State management.

In addition, the representative of the Department of Justice also proposed some shortcomings in the method and order of applying documents to the 2-level government model; the order of handling documents of the People's Council and People's Committee at the district level as well as proposed that issues related to the organization of 2-level government need to be resolved and thoroughly regulated, creating smoothness and no interruption in the process of arranging the apparatus and arranging administrative units.

In addition, the representative of the Department of Agriculture proposed not to assign the commune level to develop land use plans; land allocation and leasing must be based on project progress and planning approved by competent authorities. Along with that, the locality also proposed that the National planning use some basic indicators, and assign the locality to handle some specific criteria to proactively develop the economy; have a policy to socialize participation in environmental treatment; a mechanism to exempt responsibility when researching and applying new plant varieties...

Acknowledging the contributions of departments, agencies and branches, Deputy Head of the Provincial National Assembly Delegation Nguyen Minh Tam emphasized that the Provincial National Assembly Delegation will synthesize the opinions to submit to the National Assembly for consideration before approval. In addition, the locality will focus on resolving some issues under the province's authority, helping to stabilize growth and development.
