Two fishing vessel tracking devices found on the roof

On August 9, according to a source from Giao Thong Newspaper, the Department of Agriculture and Rural Development of Ca Mau discovered two fishing boats violating the VMS navigation device removal.

Specifically, at 2:45 p.m. on August 7, at the house of Mr. Duong Minh Tri (47 years old, in Dat Moi hamlet, Phong Dien commune, Tran Van Thoi district, Ca Mau province), the inspection team discovered a VMS device on the roof of Mr. Tri's back house at coordinates 8059'41N-104049'25E.

Through working with relevant people and looking up the fishing vessel monitoring system, it was determined that the above VMS device was installed on fishing vessel CM-91955-TS, owned by Mr. Nguyen Van Ut (34 years old, in Ke Sach district, Soc Trang province, permanent residence in Hamlet 8, Song Doc town, Tran Van Thoi district, Ca Mau province).

The second incident, at 3:13 p.m. on the same day, August 7, at the house of Ms. Pham Thi Lau (69 years old, residing in Dat Bien hamlet, Phong Dien commune, Tran Van Thoi district, Ca Mau province), the Inspection Team discovered a VMS device on the roof of Ms. Lau's back house at coordinates 8059'14N-104049'34E.

Through searching on the fishing vessel monitoring system, it was determined that the above VMS device was installed on the fishing vessel KG-90819-TS owned by Mr. Truong Van Dung (35 years old, residing in Vinh Thanh A hamlet, Vinh Hoa Hiep commune, Chau Thanh district, Kien Giang province). The fishing vessel was sold to Mr. Nguyen Van Ut, but the name has not been changed.

Working with the authorities, Mr. Tri confessed that around the end of July 2024 (he did not remember the exact date), Mr. Dem (Mr. Ut's fishing boat manager, who had known Mr. Tri before) called Mr. Tri to ask him to send two VMS devices and Mr. Tri agreed.

Then, Mr. Dem took a boat to Mr. Tri's house and placed one VMS device on the roof of the house behind him, and brought the remaining VMS device to place on the roof of Mrs. Pham Thi Lau's house (Mr. Tri's biological mother).

After discovering the incident, the Department of Agriculture and Rural Development of Ca Mau province proposed the Provincial People's Committee to consider and direct the Provincial Police to preside over and coordinate with relevant units to investigate and verify signs of law violations according to their authority.

According to the Department of Agriculture and Rural Development of Ca Mau province, through review, the authorities discovered that two fishing vessels CM-91955-TS and KG-90819-TS were involved in the incident of removing 10 VMS devices and sending them to another fishing vessel, fishing vessel CM-91772-TS, captained by Tran Phuoc Nghiem (34 years old, residing in Hamlet 2, Song Doc town, Tran Van Thoi district, Ca Mau province), which was discovered by the Department of Fisheries of Ca Mau province on March 15, 2023, and was administratively sanctioned.

Specifically, fishing vessel CM-91955-TS was administratively fined more than 63.7 million VND; and fishing vessel KG-90819-TS was administratively fined 73 million VND, for many acts, including removing, sending, and not maintaining the operation of VMS equipment.
