How does Ca Mau regulate the types and quantity of public cars?

On August 12, according to information from the Office of the People's Committee of Ca Mau province, the provincial chairman has just issued a decision regulating the number and types of cars for general work of agencies, organizations and units under the management of Ca Mau province.

The total number of vehicles according to the norm (maximum) is 163. Of which, provincial agencies and units have 100 vehicles (provincial offices have 18 vehicles; provincial departments, branches and sectors have 67 vehicles; public service units under the Provincial People's Committee have 15 vehicles), and district-level units have 63 vehicles.

These vehicles are managed, used and operated by the Public Financial Service Center under the Department of Finance according to the Centralized Public Car Management Project.

At the same time, the quantity and types of cars for general work issued in this decision shall be stable for 5 years from the date of signing.

According to the decision of the People's Committee of Ca Mau province, the type of car used for general work is a single-axle or double-axle car, with 4 to 16 seats (including pickup trucks) according to the provisions of Clause 1, Article 8 of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government.

In addition, based on the nature of the work, the need to use cars for general work in practice to perform local tasks and the ability to balance the budget.

Based on the proposal of the Department of Finance, the Chairman of the Provincial People's Committee will consider and decide on the provision of the quantity and type of cars for each agency, organization and unit under the management of Ca Mau province, ensuring compliance with prescribed standards and norms.

According to the leader of the Ca Mau Province Public Financial Service Center, upon receiving notification from agencies and units in need of using a vehicle via the hotline number, the center will dispatch a vehicle to the meeting point within a maximum of 20 minutes (working days) and 40 minutes (days off).

The process of dispatching a vehicle must have a dispatch order, issue a work order to the driver, and a vehicle usage certificate (including information about departure and destination; the number of kilometers from departure to destination...).

"Upon arrival, the leader or the person on the bus will sign the ticket confirming the mileage and return it to the driver. The driver will then submit this ticket to the center to pay for business expenses and fuel.

The next step is for the center's accountant to compile and send the notification to the vehicle user. After 10 days, the vehicle user must transfer the money to the treasury into the vehicle management unit's account. From there, the treasury will disburse according to the plan," he added.

According to the Department of Finance of Ca Mau province, after 5 years of implementing the pilot project on centralized management of public cars (2018 - 2023), provincial units have shown that the management and use of public assets are effective, for the right purposes, with centralized and professional management.

Along with that, reducing the number of employees, reducing the stages in management and operation at agencies and units; reducing the number of public cars compared to the prescribed norm, contributing to effectively implementing the goal of public administrative reform.

After 5 years of operation, a total of 34,444 registrations for public cars were recorded. Total revenue from public car operation was 39 billion VND. Saving the budget over 9 billion VND.
