On this occasion, the National Assembly Chairman acknowledged, highly appreciated and commended the sense of responsibility, determination, proactiveness, creativity and efficiency in the leadership and direction of the Provincial Party Committee and the results achieved by the People's Council, People's Committee, Fatherland Front Committee at all levels, departments, branches and localities of Nam Dinh province in the recent past.

According to the report, the province soon completed and exceeded 11/12 Resolutions of the Provincial Party Congress for the 2020-2025 term, including: the average annual GRDP growth rate reached 9.2%/year, always in the top of the country's high growth; State budget revenue reached 10 trillion VND, completed 2 years ahead of the target of the Provincial Party Congress Resolution.

The province has built new rural areas as a bright spot; to date, there have been 39/188 model new rural communes; the multidimensional poverty rate of the province is 1.09%...

Basically agreeing with the direction, goals, tasks, and key solutions that the province has identified for the remaining year of the term, the National Assembly Chairman emphasized that Nam Dinh province continues to effectively implement the Resolution of the 13th National Party Congress, the Resolution of the 20th Provincial Party Congress, and Resolution No. 30 of the Politburo on the development of the Red River Delta region to 2030, with a vision to 2045.

The National Assembly Chairman requested to thoroughly grasp and implement Directive No. 35, dated June 14, 2024 of the Politburo "on Party congresses at all levels towards the 14th National Congress of the Party"; focus on personnel work, because this is the key of the key; it is necessary to do it substantively, pay attention to training and fostering cadres to have the next generation of cadres to ensure meeting the requirements of tasks in the new situation.

One of the important contents mentioned by the National Assembly Chairman is that the Standing Committee and the Provincial Party Committee must set an example in building solidarity; strengthen decentralization along with inspection and supervision, enhance the responsibility of leaders, tighten discipline and public service discipline, and promote the spirit of "determination, resoluteness, and determination to do".

After listening to the opinions of the members of the Working Group and provincial leaders at the working session, the National Assembly Chairman suggested that the province actively implement the Provincial Planning in the direction of "3 dynamic regions, 4 growth poles, 5 economic corridors", striving to become an important development pole of the Red River Delta.

The province needs to focus resources on effectively implementing national target programs, resolutions and laws of the National Assembly and the Government.

Other issues that need attention, mentioned by the National Assembly Chairman, are accelerating the disbursement progress of projects using public investment capital, strengthening administrative procedure reform, and attracting domestic and foreign investment projects to the province to contribute to the rapid transformation of the economic and labor structure in the area.

Other priorities: developing green urban systems, smart urban areas, and harmonizing urban and rural areas. Transforming agricultural production towards large-scale agricultural economic development, associated with protecting resources and the environment, including protecting Xuan Thuy National Park - the core area of ​​the Red River Delta World Biosphere Reserve.

According to the National Assembly Chairman, the province needs to soon complete the goal of building advanced, exemplary new rural areas, urbanizing rural areas, further promoting the private economy, collective economy, and cooperatives, increasing the contribution of these sectors to the province's GRDP and contributing to improving the material and spiritual life of the people.

According to the National Assembly Chairman, to promote recent achievements, Nam Dinh needs to maintain its leading position nationwide in education quality; increase learning from experiences of localities in the region and internationally, promote high-quality human resources to meet development requirements, and have policies to attract trained young workers to return to work in Nam Dinh.

The National Assembly Chairman also requested the province to actively implement the National Assembly's Resolution on salary increase for cadres, civil servants, public employees, and armed forces; adjust salary levels for retired cadres and social allowances, and allowances for meritorious people effective from July 1, 2024.

Regarding some limitations, the National Assembly Chairman said that the province has not yet applied many achievements in science and technology; and has not yet produced many key products with high added value.

Regional connectivity is still limited; infrastructure connections in coastal areas are not favorable, so the marine economy has not been able to promote its potential and strengths.

According to the report of Nam Dinh provincial leaders, in the first months of 2024, in Nam Dinh province: GRDP growth rate in the first 6 months reached 8.56%, ranking 5th/11 provinces and cities in the Red River Delta and 11th/63 provinces and cities nationwide.

Industrial production in the first 7 months increased by 14.28%, the highest increase since 2019; budget revenue in the first 7 months of the year reached nearly 6,700 billion VND, up 67.7% over the same period.

Investment attraction and promotion work has achieved many positive results, with the amount of registered capital added to the provincial economy in the first 7 months 3.7 times higher than the same period last year.
