On the evening of April 19, in Phan Thiet city, Permanent Deputy Prime Minister Nguyen Hoa Binh attended the ceremony to celebrate the 50th anniversary of the Liberation of Binh Thuan province (April 19, 1975 - April 19, 2025).

Attending the ceremony were Vice Chairman of the National Assembly Nguyen Duc Hai and leaders of several central ministries and branches.

Binh Thuan is a land rich in revolutionary history, one of the cultural cradles of the sunny and windy Central region with many valuable heritages. In particular, there is Duc Thanh School, where the patriotic young man Nguyen Tat Thanh - the great President Ho Chi Minh taught, passed on and fostered the spirit of patriotism and love for the people for Binh Thuan students before going abroad to find a way to save the country.

Since the Party was founded, the army and people of Binh Thuan have wholeheartedly followed the Party, united and fought bravely throughout the two long resistance wars against the French colonialists and the invading American imperialists.

No matter what the circumstances, even during the most difficult times of the revolution; the army and people of Binh Thuan have always been loyal, steadfast, and firmly believed in the leadership of the Party. From there, with the tradition of "self-reliance, heroic fighting, glorious victory", overcoming countless challenges and difficulties, the army and people of Binh Thuan have achieved many glorious feats such as the raid to destroy the Hoai Duc District Sub-region and Bac Ruong plantation (July 1960), the battle to capture Dinh mountain post by the armed forces of the Military Region and Binh Thuan province... And in these days 50 years ago, under the leadership of the Party Central Committee, the Politburo, the direct command of the Party Committee of Zone VI and the Binh Thuan Provincial Party Committee, with the spirit of a revolutionary storm, the army and people of Binh Thuan together with the main force liberated Binh Thuan province, contributing to creating a combined strength, together with the whole country, creating a great victory in the historic Spring of 1975 to complete the sacred mission: Completely liberating the South, unifying the country, opening the era of national independence and moving towards socialism.

After the country was reunified and peace was restored, the Party Committee, government, army and people of Binh Thuan focused on overcoming the consequences of war, stabilizing life, and implementing the Party's Renovation policy with unceasing efforts, strong creativity and steps appropriate to the characteristics, specific conditions and practical situation of the locality.

In the early stages of re-establishment of the province in 1992, Binh Thuan was one of the most disadvantaged provinces in the South Central Coast region, with outdated and inadequate infrastructure, small economic scale, mainly agricultural production and heavily dependent on natural conditions of sun, wind, drought, underdeveloped industries, trade and services; very limited quality of human resources; the material and spiritual life of the people was still very lacking,...

However, under the wise leadership and direction of the Central Government, with the determination, intelligence and efforts of generations of cadres and party members, the solidarity, unanimity and support of the people, Binh Thuan has gradually overcome difficulties and found a suitable direction; from a locality with "dry fields, burnt grass, and waiting for water", up to now, the "drought treatment" campaign with the initiative of connecting irrigation networks of Binh Thuan province has achieved many great results, opening the way for the province's agricultural sector to develop, creating many valuable products and being present in demanding markets around the world.

In recent years, Binh Thuan's socio-economy has had many positive changes, the economic structure has shifted in the right direction, gradually from extensive growth to quality growth in depth.

The proportion of industry, construction and service sectors has increased gradually over the years; the sun and wind, once a source of hardship and hardship for the people, have now been exploited as potential resources for Binh Thuan to break through and become rich; all production sectors and fields have developed and achieved important and comprehensive results; infrastructure has been gradually completed, with synchronous investment, creating positive effects to attract investment.

The economic growth rate is always maintained at a fairly high level compared to the national average (in 2024, GRDP increased by 7.25%, higher than the national average); the economic scale in 2024 reached more than 128,000 billion VND, nearly 33 times higher than in 1992 and the average income per capita reached about 59 million VND, nearly 44 times higher than in 1992 (the time the province was re-established).

The appearance of urban and rural areas, especially ethnic minority and mountainous areas, has improved a lot (urbanization rate reached 41.86%; 79/93 communes met new rural standards, reaching 84.95%); the poverty rate decreased to only 1.16%; social security policies were implemented with attention, especially the work of gratitude, caring for policy families, people with meritorious services to the revolution; the material and spiritual life of the people has been increasingly improved; the cultural identity of Binh Thuan has always been preserved and promoted.

The work of rectification and building a clean and strong Party has been focused on and achieved good results, creating profound and synchronous changes throughout the Party; the leadership capacity and fighting strength of Party committees, Party organizations, cadres and Party members have continued to be enhanced; the people's trust in the Party and State has been consolidated.

These are important premises for Binh Thuan to strive to successfully implement the Resolution of the 14th Provincial Party Congress, term 2020 - 2025, together with the whole country to compete to successfully implement the Resolution of the 13th National Party Congress and move towards the 14th National Party Congress, confidently entering a new era, an era of striving for strong development and prosperity of the nation.

On behalf of the Party and State leaders, warmly commending and congratulating the achievements that the Party Committee, government and people of Binh Thuan have achieved during the more than 30 years of construction, innovation and development, and emphasizing that, in the atmosphere of pride with the whole country competing to complete the socio-economic goals for the 5-year period of 2021 - 2025, creating a solid premise to enter the New Era - the Era of national growth, the era of prosperity and strength with annual growth results of double digits or more, Permanent Deputy Prime Minister Nguyen Hoa Binh suggested that Binh Thuan continue to promote its advantages, overcome limitations and aim for higher goals, which are to become a national energy center, an international tourism center, a center for sustainable marine economic development of the whole country.

In this spirit, the Permanent Deputy Prime Minister requested that Party committees, authorities and people of Binh Thuan focus on preparing and organizing Party Congresses at all levels in accordance with Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, promoting democracy and strengthening solidarity within the entire Party.

Resolutely implement and promptly complete the Central Government's policy on rearranging, reorganizing the apparatus and building a 2-level local government organization model. The apparatus after rearrangement must be truly streamlined, operating effectively, efficiently and effectively; administrative units after rearrangement must develop more strongly and serve the people better. The cadres after rearrangement, especially the heads of units, must have political courage, good moral qualities, be dedicated to serving the people, have aspirations for development, always innovate, be creative, dare to think, dare to speak, dare to do, dare to take responsibility, dare to face difficulties and challenges and dare to act for the common good.

Effectively promote the main growth drivers of the economy; develop based on the balance between urban and rural areas, industry and agriculture, mainland and islands, strive for an average GRDP growth rate of double digits in the period of 2025 - 2030. Exploit and make the most of the potential and advantages of geographical location, natural landscape, beauty of tradition, culture, history and people of Binh Thuan to develop a sustainable economy, especially the marine economy and tourism.

Focus on developing industries, attracting investment to develop key industries, high-tech agricultural projects; pay attention to environmental protection, adapting to climate change and building and developing a green economy and a circular economy. Promote administrative procedure reform, improve the investment and business environment, and enhance the quality of public services.

At the same time, focus on developing high-quality human resources, promoting the development of science, technology, innovation and digital transformation according to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution No. 71/NQ-CP dated April 1, 2025 of the Government. Mobilize resources and have stronger incentive mechanisms to attract investment in research and application of science and technology, promote the startup ecosystem and innovation. Strengthen cooperation with domestic and foreign universities and research institutes to improve the quality of human resources, meet the needs and trends in the new development era.

Continue to improve the quality of life of the people, especially ethnic minorities in disadvantaged areas, remote areas, mountainous areas, and islands; pay attention to listening to the thoughts and aspirations and create high consensus among the people, effectively implement activities and policies of "Repaying gratitude", social security, and sustainable poverty reduction. Pay attention to supporting housing for people with revolutionary contributions and speed up the completion of the goal of eliminating temporary and dilapidated houses in the area.

Pay attention to promoting the work of rectification and building a clean and strong Party and political system; effectively implementing the work of preventing and combating corruption, waste and negativity; innovating working methods and improving the leadership, governance and fighting capacity of Party committees and organizations at all levels.

Strengthen national defense, ensure security, maintain political stability and social order and safety; build a regular, elite, compact and strong armed force; build a solid "people's heart posture" associated with the all-people national defense posture and the people's security posture.
