After Circular No. 29/2024/TT-BGDDT, dated December 30, 2024 of the Ministry of Education and Training regulating extra teaching and learning took effect (from February 14, 2025), the number of households with the need to register for extra teaching business in Ha Tinh increased dramatically.

From mid-February 2025 to the end of March 2025, the Department of Finance has issued 28 business registration certificates, including 15 enterprises, 13 business locations and branches. The People's Committees of districts, towns and cities have issued 827 business registration certificates for tutoring households.

Faced with the rapid increase in the number of households registering to do business in this field, the Department of Education and Training of Ha Tinh has coordinated to propagate, disseminate and direct tutoring establishments to strictly implement the regulations of Circular 29, including: publicizing and posting all types of documents; tutoring time for each subject according to each grade level; location, form, and time of organizing tutoring and extra learning; list of tutors and tuition fees; tutoring outside of school according to regulations.

Management levels, according to the functions and tasks specified in Circular 29, have also developed plans to implement inspection and supervision activities to implement regulations on extra teaching and learning in order to promptly prevent and correct educational institutions, organizations and individuals with violations in implementation.

The education sector has also completed regulations and guidelines on extra teaching and learning, and advised the Provincial People's Committee to issue regulations on extra teaching and learning in Ha Tinh.
