
Kon Tum province has a population of about 568,780 people, of which ethnic minorities account for more than 55%, with 43 ethnic groups living together. In recent times, agencies, units and localities have correctly recognized the purpose, requirements and importance of developing the contingent of ethnic minority cadres, civil servants and public employees.
Recruitment, training, fostering, planning and appointment work has always been given attention, promptly supplementing the contingent of ethnic minority cadres and civil servants with strong political will, good qualities, ethics, and capacity, overcoming the shortage of ethnic minority cadres in a number of sectors and fields; the large number of ethnic minority cadres and civil servants introduced, promoted and appointed to important positions in state agencies has strengthened the trust of ethnic minorities in the Party and government, strengthening the Great National Unity bloc.

Currently, the proportion of ethnic minority civil servants and public employees in provincial agencies and units accounts for 8.53%; at district level accounts for 18.93%; at commune level accounts for 67.9%. The proportion of ethnic minority civil servants and public employees holding leadership and management positions in provincial agencies and units is 8.97%, at district level is 14.93%, and at commune level is 33.14%.
Implementing Sub-project 2, Project 5, National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 Period, Phase I: From 2021-2025 (National Target Program 1719), Kon Tum province organized ethnic knowledge training for 104 managers of educational institutions; reviewed and registered postgraduate training subjects and majors (9 targets for Master's degree, 3 targets for PhD).

Kon Tum province has pointed out difficulties and limitations in implementing policies and laws on ethnic minority cadre work. Specifically, the number of ethnic minority cadres and civil servants in some agencies, units and localities accounts for a very low proportion. The team of ethnic minority cadres and civil servants is formed from many sources and many different areas, with uneven professional and technical qualifications, and is still passive; lacking in formality and depth, a part of the capacity is still limited, not meeting the requirements of the tasks in the new situation. The recruitment of civil servants for ethnic minority students after graduation is currently facing difficulties and obstacles...

The monitoring delegation discussed and clarified a number of contents and solutions for Kon Tum province to continue to improve the quantity and quality of ethnic minority civil servants and public employees to meet the socio-economic development requirements of the locality in ethnic minority and mountainous areas.
Concluding the monitoring session, Member of the Party Central Committee, Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie Kdam highly appreciated the arrangement of ethnic minority cadres in the period of 2016 - 2023 in Kon Tum province, basically meeting the regulations, the number of ethnic minority cadres; in which, there is attention to the team of ethnic minority cadres who are young people, women... At the same time, he suggested that in the coming time, the Kon Tum Provincial People's Committee pay more attention to the training, recruitment, fostering, planning, and appointment of the team of local ethnic minority cadres to meet the requirements of tasks in the new situation.
Previously, on the morning of August 6, the Supervisory Delegation of the National Assembly's Ethnic Council had a working session with the People's Committee of Dak Ha district (Kon Tum) on training, recruitment, planning, and appointment of ethnic minority cadres in the district.
