Most communes have not yet met the criteria for self-balancing budget revenue and expenditure.
Reporting on the implementation results of the Project of 5 districts in the first 6 months of 2024, Director of the Department of Planning and Investment Le Anh Quan said that Dong Anh and Gia Lam districts have completed the criteria and met the minimum standards prescribed in the Resolution of the National Assembly Standing Committee. The two districts are coordinating with the Department of Construction and the Department of Planning and Architecture to complete the dossier to submit to the Ministry of Construction for consideration and recognition of the standards for infrastructure development level of the area where the district and ward are expected to be established, as a basis for completing the Project to submit to the National Assembly Standing Committee for approval of the project to establish the district.
For the three districts of Thanh Tri, Hoai Duc and Dan Phuong, in terms of the criteria of “natural area” and “population size”, all three districts have met the criteria for establishing districts; however, the criteria for establishing wards have not been met by all three districts. In terms of the criteria of “socio-economic structure and development level” and “urban infrastructure system”, all three districts have not met 100% of the criteria for establishing wards and districts.
With difficulties and obstacles, according to regulations, the scope of assessment of the level of urban infrastructure development that has been recognized must coincide with the scope of the planned establishment of urban administrative units. Currently, Hanoi has not approved the Urban Development Program.

According to the Master Plan for Hanoi Capital Construction to 2030 with a vision to 2050, the four districts of Dong Anh, Gia Lam, Hoai Duc, and Dan Phuong still have land areas outside the urban development area. Of which, Dan Phuong district is the unit that finds it difficult to meet the requirements for urban planning of the entire district boundary. Regarding the implementation of criteria, most communes of the five districts have not yet ensured the criteria for self-balancing revenue and expenditure budgets.
According to Director of the Department of Planning and Investment Le Anh Quan, in the remaining time of 2024, Dong Anh and Gia Lam districts will coordinate with the Department of Home Affairs and related departments and branches to complete the project dossier and work with ministries and branches for appraisal; strive to submit to the National Assembly Standing Committee for approval the project to establish districts of the two districts in the fourth quarter of 2024 or early first quarter of 2025.
For Thanh Tri and Hoai Duc districts, it is necessary to accelerate the implementation and completion of projects that meet the criteria and the Project; strive for Thanh Tri district to submit to the National Assembly Standing Committee for approval the Project to establish a district in the second quarter of 2025 and Hoai Duc district in the third quarter of 2025. Dan Phuong district proactively coordinates with departments and branches to remove difficulties and obstacles, and continue to implement solutions to accelerate the completion of the Project.

Strive to have 2/5 districts become districts by the end of 2024
During the meeting, representatives of departments, branches and members of the Steering Committee proposed solutions to complete the criteria and issues related to planning, budget balance, etc., and resolved difficulties of localities regarding specific criteria.
Speaking at the meeting, regarding the budget balance targets in the three districts of Thanh Tri, Hoai Duc, and Dan Phuong, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen requested the districts to speed up the bidding process to select project investors, ensuring the completion of the district-level budget balance target. Regarding the commune-level budget balance, the city will report to the Ministry of Finance that when implementing urban government, the ward level is only the budget estimate level.
“The Steering Committee members update new viewpoints, determine standard procedures in preparing dossiers, and ensure full and convincing presentations to competent authorities. At the same time, the City People's Committee must coordinate with ministries and branches to unify a number of viewpoints before the dossier is submitted to the National Assembly Standing Committee for consideration,” the Standing Deputy Secretary of the City Party Committee emphasized.

Concluding the meeting, Chairman of the City People's Committee Tran Sy Thanh affirmed that the city's viewpoint is to develop 5 districts into districts in order to substantially change the infrastructure and people's lives in all aspects. In particular, by the end of 2024, Dong Anh and Gia Lam districts will be recognized as districts; in 2025, focus on turning Thanh Tri and Hoai Duc districts into districts.
“To achieve this goal, departments and branches, as focal points for specialized agencies of ministries, branches and central agencies, must proactively coordinate to resolve difficulties, create conditions for districts to complete the criteria and implement solutions and tasks in the coming time of the Steering Committee,” emphasized Chairman of the City People's Committee Tran Sy Thanh.
