Accordingly, the Provincial People's Council resolved to allocate local budget capital to participate in the Quy Nhon-Pleiku Expressway Construction Investment Project. The total capital involved is 500 billion VND.

Of which, the source of capital to increase provincial budget revenue in 2024 and the source of funds saved in the process of implementing the 2024 provincial budget's regular expenditure estimate is 129,165 billion VND; the source of investment capital in the balance according to the criteria of the Medium-term Public Investment Plan for the period 2026-2030 is 370,835 billion VND (from the source of investment capital decentralized to the district level for the period 2026-2030 in Resolution No. 442/NQ-HDND dated December 11, 2024 of the Provincial People's Council on the expected medium-term public investment plan for the period 2026-2030).

The Provincial People's Council assigns the Provincial People's Committee to be responsible for deploying and implementing this Resolution. The Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, the Provincial People's Council Delegation Groups and the Provincial People's Council Delegates, within the scope of their duties and powers, shall supervise the implementation of the Resolution.

The Quy Nhon-Pleiku Expressway Construction Investment Project starts at National Highway 19B (approximately Km 39+200) in Nhon My Commune, An Nhon Town, Binh Dinh Province. The end point intersects with Ho Chi Minh Road (National Highway 14) in Pleiku City, Gia Lai Province.
The total length of the route is about 123 km (the section through Binh Dinh is about 37.4 km long, the section through Gia Lai is about 85.6 km long); the scale is 4 lanes, the design speed is 100 km/h. The section through An Khe pass (about 20 km) and Mang Yang pass (about 20 km) has rugged mountainous terrain, high slopes... so it is expected to have a scale of 4 lanes, the design speed is 80 km/h.
