The Government has just issued Resolution No. 106/NQ-CP dated April 23, 2025 on the Plan to implement Resolution No. 172/2024/QH15 dated November 30, 2024 of the National Assembly on the investment policy of the North-South high-speed railway project.

According to the Resolution, the requirement is to closely follow the project investment policy approved by the National Assembly to organize the implementation to ensure the goal and scale of the construction of the high-speed railway line on the North-South axis with a total length of about 1,541km, a design speed of 350km/h, a load capacity of 22.5 tons/axle; 23 passenger stations, 5 cargo stations; invest in vehicles and equipment to transport passengers, meet the dual-use requirements for national defense and security, and be able to transport goods when necessary.

Resolution No. 106 clearly states that the North-South high-speed railway project is identified as a national priority, large-scale, requiring high-tech and modern techniques, and being implemented for the first time in Vietnam. Therefore, the National Assembly has allowed the application of many specific and special mechanisms and policies for implementation.

The Ministry of Construction is assigned to review and adjust the planning of the area surrounding the railway station, adjust the planning, architecture, technical infrastructure, and social infrastructure indicators (if necessary) to implement the land exploitation project according to the urban development model oriented towards public transport development (TOD).

In particular, local budget capital is used to implement independent public investment projects; carry out compensation, support and resettlement work according to the planning of the area surrounding the railway station to create auctioned land funds for urban development according to regulations.

Organizing an auction of land funds in the vicinity of railway stations for urban development is expected to create a source of budget for local and central government reinvestment.

The plan also requires the development of a human resource training project for the railway sector, to implement training according to the plan, focusing on clarifying training for subjects including state management agencies, project management units, investment implementation units, management, operation, maintenance, etc.

The Government assigned the Ministry of Construction as the governing body, in coordination with relevant ministries, branches and localities, to organize the preparation and submission to the Prime Minister for approval of the Project and organize its implementation, with construction expected to begin before December 31, 2026.
