On the one hand, the unpredictable developments of the international situation, the increase of global issues, and the remarkable advances in science and technology require the foreign affairs and diplomacy sector to constantly innovate to adapt and improve operational efficiency. Not stopping at traditional fields and "safe zones", the diplomatic sector in the new era needs to quickly familiarize itself with and grasp new technologies and fields of the era such as big data, artificial intelligence, cloud computing, quantum science, new energy sources, new materials, etc. to be able to advise and effectively serve the development of new productive forces in the new context of the country.
On the other hand, the era of national development requires a fundamental change in the awareness and actions of the entire Party and society in preserving, nurturing and most effectively using the country's resources.
More specifically, the urgent task of streamlining the organizational apparatus in conjunction with ensuring the smooth and unified implementation of foreign affairs work, promoting the combined strength of Party foreign affairs, State diplomacy and people's diplomacy after taking over the main functions and tasks of the Central Foreign Affairs Commission and the National Assembly's Foreign Affairs Committee requires a resolute spirit and "extraordinary" efforts to create a breakthrough in building a comprehensive and modern Vietnamese diplomacy.
The new situation and tasks put the work of building the Diplomatic sector in front of the requirement of comprehensive innovation, promoting institutional improvement, streamlining the apparatus, reducing staff, standardizing working processes, promoting digital transformation, upgrading infrastructure... But above all, throughout these tasks is to build and develop a team of diplomatic cadres who are absolutely loyal, dedicated to serving the Party, the Fatherland and the people, trustworthy in quality, sensitive to the times, profound in strategy, proficient in expertise, foreign languages and professional in style to meet the requirements and foreign affairs tasks in the new development stage of the Diplomatic sector in particular and the country in general.

Need difference in thinking and solutions
Firstly, continuously consolidate the legal corridor, actively build and perfect the management and direction mechanisms, build the organization and team, manage financial assets and public investment, ensure to keep pace and closely follow the digital transformation process of the Government. Regularly reviewing, supplementing, systematizing, and recommending the development of legal documents in the field of foreign affairs and international integration is of great significance towards building a professional, comprehensive, and modern diplomatic sector.
In the immediate future, it is necessary to focus on building and perfecting the Law on Diplomatic Ranks and Levels, the Law on Diplomatic Privileges and Immunities, and at the same time review and amend the Law on Vietnamese Representative Agencies Abroad. In the long term, research and build the Law on Diplomacy in the direction of systematically and synchronously institutionalizing the organization and operation of the Diplomatic sector both at home and abroad.
Second, it is necessary to clearly perceive and identify that the arrangement, streamlining of the apparatus, and streamlining of staff are both important political tasks that must be successfully completed according to the requirements of the Central Committee, but at the same time, they are favorable opportunities to build and develop the diplomatic sector in accordance with the direction of General Secretary To Lam: to be lean, compact, strong, effective, efficient, and effective. The reception of new functions, tasks, and personnel from the Central Foreign Affairs Commission and the National Assembly's Foreign Affairs Committee, thereby implementing unified state management of foreign affairs, is an important premise for the foreign affairs and diplomatic sector to affirm its position and important and regular role in the coming time.
Third, on the basis of the policies and regulations of the Party and the State, continue to promote innovation in the content and methods of recruitment as well as training and fostering of civil servants and public employees closely following the characteristics of the Foreign Affairs sector according to the principle of linking to job positions and taking learners as the center.
In addition, it is necessary to continue to enhance the effectiveness of using the right staff for the right job, promote and improve the capacity and quality of staff, encourage innovation and creativity, increase motivation to strive and train, ensure transition and succession. The Ministry of Foreign Affairs will focus on developing and promulgating regulations on civil servant standards, standards for titles and positions, innovate methods of evaluating staff, group staff according to strengths, potential and ability, and at the same time research and develop a system of indicators to measure work efficiency in accordance with the regulations of the Party, the State and the characteristics of the Industry.

Fourth, promote scientific thinking, digital thinking, and innovation through implementing digital transformation throughout the sector. In the coming time, the Ministry of Foreign Affairs will continue to focus on promoting the formation of an e-Ministry of Foreign Affairs and digital transformation, along with ensuring security and safety in cyberspace. At the same time, promote the restructuring of work processes towards simplicity, effectiveness, easy application of information technology and digital transformation, standardize work processes, enhance flexibility, adaptability, and response time to work requirements.
Fifth, standardize and expand the application of the diplomatic rank and rank system in accordance with the regulations of the Party, the State and international practices, contributing to the regularization of the diplomatic sector, standardizing the civil service, in accordance with international laws and practices, contributing to improving the effectiveness of foreign affairs activities.
Sixth, the team of experts and specialized cadres must be the core of high-quality human resources, a decisive breakthrough for the cadre work of the Foreign Affairs sector in the coming time. Only when there is a team of experts and specialized cadres sufficient in quantity and strong in quality, can the Foreign Affairs sector meet the criteria of "professionalism".
Seventh, develop and improve the operational efficiency of the network of Vietnamese representative agencies abroad. One of the key tasks is to review, evaluate and propose directions for expanding the network of representative agencies based on balancing foreign affairs requirements, prioritizing tasks and implementation resources in a number of suitable locations.
At the same time, periodically review and adjust the classification of localities on the basis of harmony between the fields of politics, national security, defense, economy, culture and society. In addition, promote the improvement of the operational efficiency of the Representative Office, not only in implementing foreign affairs tasks but also supporting the promotion of economic development, protecting national interests and affirming the country's position.
With the country's position and strength after nearly 40 years of renovation, along with its role as a core force on the foreign affairs front, the Vietnamese Diplomatic Service will continue to inherit and promote the tradition of building and growing over the past nearly 80 years, refer to the successful experiences of international diplomacy, mobilize all resources to gradually build and develop a strong, professional, comprehensive, and modern Diplomatic Service, making an important contribution to the successful implementation of foreign affairs tasks assigned by the Party, State, and people.
