2024 must be a breakthrough year in disbursement of public investment capital, striving for the disbursement rate of public investment capital to reach over 95% of the plan assigned by the Prime Minister, creating favorable conditions to complete the socio-economic development goals in 2024 and striving to complete at least 3,000 km of expressways by the end of 2025.
To achieve the above goals, the Prime Minister requested ministries, central and local agencies to deploy a number of key tasks and solutions.
Specifically, ministries, central and local agencies must urgently complete investment and bidding procedures, strive to start construction of all public investment projects and works under their management that have been assigned by competent authorities and allocated public investment plans for 2024.
Ministries, central and local agencies shall develop detailed disbursement plans for each project and strictly comply with the disbursement plans for each month and quarter. Strengthen field inspection and supervision, urge contractors and consultants to speed up progress. Assign specific leaders responsible for monitoring the implementation progress; closely monitor and promptly resolve difficulties and be responsible for the disbursement results of each project. At the same time, proactively review and evaluate the disbursement capacity of each project, synthesize the additional capital needs of the projects and have plans to adjust the capital plan from slow-disbursement projects to projects with disbursement capacity within the ministries, central and local agencies according to regulations, ensuring the disbursement of all assigned capital.
The Prime Minister requested to speed up the progress of compensation and site clearance for projects. Specifically, ministries, central and local agencies focus on leadership and direction, identifying compensation and site clearance as a bottleneck in project implementation that needs to be focused on and resolved.
Prioritize allocating sufficient funds to carry out compensation and site clearance for areas that meet the conditions; do not let projects wait for site clearance, especially important national projects, expressway projects, key projects, inter-regional roads, and coastal roads.
Propose that socio-political organizations participate in propagating and mobilizing people in compensation and site clearance work to speed up the implementation of the 2024 public investment plan.
In addition, ministries, central and local agencies need to focus on removing difficulties and obstacles related to land and resources. Continue to focus on seriously implementing the directions of the Prime Minister and Deputy Prime Minister on removing difficulties related to licensing of mines, exploitation of stone, sand, soil, etc. to serve public investment projects to ensure speed, efficiency, and compliance with legal regulations. Implement measures to control prices and quality of construction materials serving public investment projects. Strictly handle the situation of creating artificial scarcity, collusion between mine owners to raise prices, exploitation, and supply in violation of regulations, affecting the construction of projects.
The Prime Minister requested to increase the frequency of project inspections to immediately rectify shortcomings and inadequacies, speed up the implementation and disbursement of public investment capital. Tighten discipline and order in disbursing public investment capital, resolutely and severely handle investors, project management boards, organizations and individuals who intentionally cause difficulties, obstructions, lack of responsibility, and delay the progress of capital allocation, capital adjustment, project implementation and public investment capital disbursement. Promptly replace cadres, civil servants and public employees who are weak in capacity, slow, cause harassment and negativity, and resolutely handle negative behaviors in public investment management.
In addition, disbursement of public investment capital must be substantial, not abusing contract advances. Ensuring the time for arranging capital to implement the project according to the provisions of the Law on Public Investment, limiting the submission to competent authorities to extend the time for arranging project capital.
The Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with relevant agencies to study and amend the Law on Public Investment, the Law on Investment under the public-private partnership model and regulations in relevant Laws in the direction of simplifying and minimizing administrative procedures, removing overlaps and obstacles, ensuring publicity, transparency, fighting corruption and waste, etc., especially regulations on the preparation, appraisal and approval of projects, medium-term and annual public investment plans, strengthening decentralization and delegation of authority, ensuring publicity and transparency; reporting to competent authorities in September 2024.
The Ministry of Finance shall preside over and coordinate with relevant agencies to review the remaining issues to report to competent authorities to amend legal regulations, mechanisms and policies related to public investment in the State Budget Law such as expenditure tasks of local budgets to invest in projects through 02 localities; use of local budgets to invest in works under central management; simplify the disbursement process of non-refundable aid...
Closely monitor market price developments, promptly research and propose to competent authorities solutions for price management, tax and fee policies and other policies, contributing to price stability and cost reduction for businesses, including businesses operating in the construction sector.
The Ministries of Transport, Natural Resources and Environment, Industry and Trade and the People's Committees of provinces and cities focus on removing difficulties and obstacles, ensuring the supply of common construction materials (sand, embankment soil) for expressway projects, key projects, inter-regional projects, coastal roads, associated with the emulation campaign "500 days and nights of high determination, great efforts, competing to successfully complete expressway projects".
The Ministry of Agriculture and Rural Development shall guide ministries, central and local agencies before August 30, 2024 on the conversion of forest use purposes; review regulations and, if necessary, propose appropriate amendments and supplements.
The Ministry of Construction closely monitors the situation and developments in the construction materials market, especially key materials, promptly proposes and reports to the Prime Minister solutions to remove difficulties and obstacles in ensuring supply and demand, and controlling construction material prices. Guides and handles difficulties of ministries, central and local agencies related to urban planning, acceptance, inspection of construction acceptance work; appraisal of feasibility study reports and appraisal of construction designs implemented after basic design.
The Ministry of Natural Resources and Environment shall urgently complete and issue documents guiding the implementation of the 2024 Land Law; urgently complete and submit to the Government for promulgation a Decree amending and supplementing Decree No. 08/2022/ND-CP dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection in August 2024 to overcome shortcomings related to environmental procedures for projects to build state agency headquarters.
In August 2024, provide guidance on the management and conversion of forest land and rice land related to the implementation of public investment projects.
At the same time, the Ministry of Natural Resources and Environment shall preside over and coordinate with the Ministry of Industry and Trade to guide and handle difficulties and obstacles in implementing projects that overlap with mineral planning areas of localities./.
