Strong, determined, and resolute in implementing digital transformation

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh said that the Politburo issued Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and digital transformation, establishing a Central Steering Committee headed by General Secretary To Lam.

Immediately after that, the Government urgently directed the issuance of the Action Program to implement Resolution No. 57-NQ/TW. The Prime Minister decided to establish the Government Steering Committee on Science, Technology, Innovation and Digital Transformation Development and Project 06 on the basis of merging the Steering Committee for Administrative Reform, the National Committee on Digital Transformation and the Working Group for Project 06.

The Prime Minister stated that administrative reform, digital transformation and the implementation of Project 06 have been actively carried out in recent years, but need to be upgraded and their quality and efficiency further improved.

According to the Prime Minister, in order to achieve the country's strategic development goals (striving to make Vietnam a developing country with modern industry and high average income by 2030 and a developed country with high income by 2045), the requirement is to be more innovative, stronger, more determined and drastic in action; to propose policies and guidelines that are close to the situation, to mobilize the combined strength of the people, society, domestic and foreign resources, to combine national strength and the strength of the times for rapid and sustainable development.

In the context of a rapidly evolving, unpredictable, difficult, and challenging situation, but also with many favorable opportunities, we must grasp the situation firmly, respond with appropriate, flexible, and effective policies, under the leadership of the Party, the management of the State, and the participation of the people and businesses. "We must respond very quickly to the situation, both in terms of guidelines and policies, and in terms of actions and implementation," the Prime Minister emphasized.

We set a target of at least 8% GDP growth in 2025 and double digits in the following years. At the same time, we determined that breakthrough development in science and technology, innovation and digital transformation is the choice and solution for rapid and sustainable development; this is also a driving force for growth. In recent times, in the fields of science and technology, innovation and digital transformation, we have made progress and achieved certain results, but compared to advanced countries, compared to countries in the region and compared to development desires and requirements, there is still a gap.

Immediately after Resolution 57 was issued, the Politburo organized an inspection team to urge, guide, and remove difficulties and obstacles in the implementation. This shows the importance of the Resolution and the close direction of the Politburo. Therefore, all levels, sectors, agencies, localities, businesses and people must act and move so that the whole country can move, thereby turning the Resolution into reality, into concrete products, into material wealth, bringing happiness and prosperity to all people. "We are doing a lot of work in the current context, but this cannot be left undone," the Prime Minister said.

Banking industry focuses on strong digital transformation along with safety and efficiency

Reporting at the meeting, Governor of the State Bank of Vietnam Nguyen Thi Hong said that in recent times, the Standing Committee and the Board of Directors of the State Bank of Vietnam have clearly recognized that developing science, technology, innovation and digital transformation are fundamental and core points to promote high economic growth in the coming period.

Therefore, the State Bank has implemented many solutions under the direction of the Government and is one of the ministries and branches evaluated and recognized by the Government for its results in implementing digital transformation and promoting innovation.

After the Politburo issued Resolution 57 and the Government issued Resolution 03, the State Bank also issued an Implementation Plan with 51 tasks, highlighting many contents according to the Prime Minister's instructions such as the Database Project or promoting lending by electronic means, promoting the application of new technologies...

The Governor said that in carrying out this process, the SBV also focuses on closely coordinating with the Ministry of Public Security to implement the plan to apply information technology, digital transformation along with the safety and security of the banking system. Through this, it will help people have more confidence in using banking services through digital channels.

In particular, when implementing Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", the State Bank has carefully prepared and conducted two test drills, ensuring that on March 1, the entire system will be implemented smoothly and will not affect transactions of businesses and people.

In promoting digital transformation and boosting e-commerce, the State Bank closely coordinates and uses the National Population Database for the operations of the State Bank and commercial banks.

Regarding the coordination plan between the Ministry of Public Security and the State Bank of Vietnam, as of March 7, 103 million customers had their biometrics verified through chip-embedded citizen identification cards or the VNEID application, of which 56 credit institutions and 44 payment intermediaries have deployed the chip-embedded citizen identification card application via phone applications; 60 credit institutions have deployed the chip-embedded citizen identification card application via counter devices; 32 credit institutions and 15 payment intermediaries have deployed the VNEID application, 13 units have officially deployed it. 13 units have piloted the linking of social security accounts with bank accounts to serve social security payments, of which more than 335,000 social security accounts have been linked. Up to now, there are also credit institutions that have exploited, deployed, evaluated, evaluated and assessed the creditworthiness of C06 customers with more than 10,000 customer profiles. 9 credit institutions are researching to integrate the technology to deploy the connection of C06 credit scoring service and have also achieved positive results. Moving forward, in the coming time, the State Bank will promote the digital transformation of the banking industry.

Regarding administrative reform, the Governor said that the SBV has ranked first for 7 consecutive years in the assessment of the administrative reform index of ministries and branches (Par index). Since the beginning of 2023, the SBV has also directed its units to review internal administrative procedures under the management authority of the SBV. Up to now, the SBV has proactively proposed plans to simplify internal administrative procedures, documents under its authority, and standardize administrative procedures in documents under the authority of specialized agencies, achieving a simplification rate of 34.38%. Currently, the SBV is also actively participating in the draft resolution approving the program to reduce and simplify administrative procedures related to production and business activities and will implement it as soon as the resolution is issued.
