Breakthrough motivation
Agribank General Director - Mr. Pham Toan Vuong emphasized that with a network spanning 63 provinces and cities nationwide, operating mainly in rural and remote areas, and a large proportion of customers with limited access to technology, Agribank always recognizes that only by applying digitalization and updating technology can we maximize benefits for both banks and customers, contributing to building a digital economy.
Therefore, since the Politburo issued Resolution 57-NQ/TW, as well as the Government issued Resolution 03-NQ/CP dated January 9, 2025 on the Government's Action Program to implement Resolution No. 57, the Board of Directors and the Bank's Board of Directors have studied and absorbed the guiding ideology of the Politburo and the Government.
“Right from the beginning of the 2020-2025 term, the Agribank Party Committee issued Resolution No. 01-NQ/DU-NHNo dated December 25, 2020 on “Enhancing scientific and technological innovation, aiming at the goal of digital banking, meeting the requirements of modern banking management”. After Resolution 57-NQ/TW and Resolution 03-NQ/CP were issued, on February 28, 2025, the bank’s Party Committee issued Plan No. 77-KH/DU to implement the above two resolutions”, Mr. Pham Toan Vuong added.
In Plan 77, the bank has proposed an action program based on the criteria of “5 clear”: clear people, clear work, clear responsibility, clear progress, clear efficiency to realize the goal of bringing science, technology, digital transformation and innovation to become the main driving force for the bank’s development. A “digital revolution” is determined to be implemented by all leaders and staff, to help the bank go faster and further with its customers.
At the same time, Agribank will increase investment, improve infrastructure for development, application of science, technology, innovation and digital transformation; enhance the development of software and applications associated with the management, operation and business activities of Agribank towards providing automatic, multi-channel banking services, improving service quality, enhancing experience and increasing customer satisfaction... At the same time, continuously make adjustments in accordance with the development trend of science and technology and the current situation at Agribank.
A difficulty for Agribank is that there is a large proportion of customers in rural, remote and isolated areas, which limits access to technology. Mr. Hoang Minh Ngoc - Deputy General Director of Agribank said that when the entire political system and the entire country are moving, the bank is also determined to join the game with a new vitality, not afraid of difficulties, must grasp opportunities and conditions to overcome challenges.
“Currently, the Government has approved the project to establish a National Data Center, each citizen has an electronic identification account linked to their citizen identification card. This is an extremely favorable condition for Agribank to develop its customer system and for people to access digital banking services,” Mr. Ngoc added.

Expectations for a breakthrough in digital banking
As a large bank with a presence nationwide, Agribank is fully aware of its mission on the journey of national digital transformation. Not only promoting digital transformation in its system, with the motto "customer-centric", from 2016 to present, Agribank has had many policies and solutions to develop new services, functions, and utilities in payment, using modern technology to meet the increasing needs of customers.
In recent times, many of Agribank's e-banking products and services have been well received by the market after being put into application, such as: eKYC online account, non-physical card, contactless chip card, ePIN electronic PIN, payment by VietQR code, multi-function ATM (CDM) with automatic deposit and online deposit functions, or the Agribank Digital Banking model, code withdrawal function... Agribank is one of the pioneering banks to deploy biometric authentication via VNeID. This is an important step forward to help improve security in online banking transactions, while bringing convenience and safety to customers when using e-banking services.
Every year, the bank always allocates an appropriate budget to invest in building and applying information technology, ensuring the smooth and safe conduct of millions of transactions every day. Of which, automatic transactions account for 91.97% of the total number of transactions. Currently, Agribank has nearly 20 million customers with payment deposit accounts, nearly 16 million customers using ATM cards, and about 15 million customers using payment services via Mobile Banking. These figures not only demonstrate Agribank's efforts in applying technology and digital transformation, but also demonstrate the trust and confidence that customers have placed in the "three-agricultural" bank.
It is worth noting that most of the above modern banking services and utilities are "covered" in remote areas and islands. To date, the bank has more than 3,500 ATMs/CDMs (of which nearly 2,000 are located in rural areas), nearly 25,000 POS machines and 68 mobile transaction points using specialized cars operating in rural areas. Therefore, Agribank is considered a pioneer in investing and providing card services and ATM services in agricultural and rural areas, meeting the needs of people in all regions of the country.
In its rural digitalization strategy, the bank aims to use technology to simplify procedures, helping people easily access the most basic services. To realize this goal, Agribank plans to deploy and install Agribank Digital automatic banking machines in rural, remote and isolated areas, especially those with limited access to conventional financial products and services, so that people can use digital banking utilities for public service activities as well as daily transactions.
In addition, for many years, Agribank has also promoted electronic payments in public administrative services, bringing convenience to state agencies and people in fulfilling their state budget obligations.
In 2023 and 2024, Agribank has expanded connections, signed cooperation agreements with corporations, state-owned enterprises, schools, hospitals, Fintech companies, e-commerce platforms, e-wallets, etc.; implemented signing agreements with units to provide public services: collecting electricity bills, water bills, tuition fees, hospital fees; paying pensions, social insurance benefits, contributing to improving management efficiency, transparency of payment transactions in the economy, contributing to preventing and combating corruption, negativity, and money laundering. At the same time, Agribank focuses on ensuring network safety and security, protecting the legitimate interests of customers and the sustainable and effective development of Agribank.
With a solid financial foundation, a long history of operations and 94 million customers across a wide area, when Agribank's digital transformation program for the period 2021 - 2025, with a vision to 2030, is combined with political determination throughout the system to be implemented resolutely, the bank's digitalization work will make great strides.
