(MPI) - Chaired by Deputy Prime Minister Tran Luu Quang, Standing Member of the Socio-Economic Subcommittee, on July 30, 2024, the working delegation of the Socio-Economic Subcommittee of the 14th National Congress of the Party worked in the Northern Midlands and Mountainous Region. Attending the working session were Minister and Chairman of the Ethnic Committee Hau A Lenh; Member of the Standing Committee of the National Assembly, Chairman of the Social Committee of the National Assembly Nguyen Thuy Anh, Member of the Party Central Committee; Senior Lieutenant General Huynh Chien Thang, Member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Deputy Ministers of the Ministries of Planning and Investment; Foreign Affairs; Home Affairs; Culture, Sports and Tourism; Labor, War Invalids and Social Affairs; leaders of Departments, Offices and Institutes of a number of ministries and branches; senior experts and members of the Standing Editorial Board of the Economic - Social Subcommittee.
On the side of the localities in the Region, there were members of the Party Central Committee who are Secretaries of the Provincial Party Committees of Lao Cai; Yen Bai; Dien Bien; Bac Giang; Hoa Binh. Attending were the Chairman of the Provincial People's Committee, Chairman of the Provincial People's Council of Lao Cai; Cao Bang; Bac Giang; Phu Tho; Ha Giang; Yen Bai; Tuyen Quang; Lang Son; Bac Kan; together with leaders of the Provincial People's Committee, Provincial People's Council, Department of Planning and Investment, Office of the People's Committee of the localities in the Region.
Speaking at the meeting, Deputy Minister Tran Quoc Phuong said that in order to prepare the Report on the Assessment of 5 Years of Implementation of the 10-Year Socio-Economic Development Strategy 2021-2030, the directions and tasks for socio-economic development in the 5-year period 2026-2030 to be submitted to the 14th National Congress of the Party, the Prime Minister, Head of the Socio-Economic Subcommittee, has issued a plan of activities and practical work in localities representing regions. Field trips to localities are organized simultaneously with the process of drafting the Socio-Economic Report after the Report Outline is approved by the 9th Central Conference to ensure that the Report has a full practical basis.
Implementing the direction of the Prime Minister, Head of the Socio-Economic Subcommittee, the Editorial Team issued Official Dispatch No. 19/CV-TBT dated July 1, 2024 to 63 provinces and centrally-run cities on preparing reports for the working session with the Socio-Economic Subcommittee in the regions.
At the meeting, delegates focused on assessing the implementation of the Resolution of the 13th National Party Congress, the Socio-Economic Development Strategy 2021-2030, the Resolution of the Provincial Party Congress for the 2020-2025 term in the province and the region; bottlenecks, institutional shortcomings, difficulties and obstacles in practice; Presenting good and creative models and practices of localities and regions; proposing recommendations for the Report on Directions and tasks for socio-economic development in the period 2026-2030 of the whole country.
The remaining limitations, difficulties, obstacles, bottlenecks and bottlenecks need to be resolved, especially in terms of institutions, mechanisms, policies, regulations and administrative procedures; objective and subjective causes and lessons learned. The context, the situation in the coming time and proposed directions, tasks and solutions, especially breakthrough and creative solutions to develop localities, regions and the whole country by 2030, with a vision to 2045 in the spirit of having a new and breakthrough development mindset, seizing and realizing opportunities to overcome challenges and fulfilling the Strategic goal of our country becoming a developing country with modern industry by 2030.
The midland and mountainous region of the North is a particularly important strategic area in terms of politics, economy, culture, society, national defense, security and foreign affairs of the whole country; however, in the development process, the potential and advantages of the region have not been exploited properly and effectively, it is still a "lowland" in development and the "poor core" of the whole country, regional connectivity is still weak, especially in terms of transport infrastructure.
At the meeting, localities also made recommendations to promote regional development, invest in intra-regional and inter-regional transport projects; pay attention to and prioritize early investment in inter-regional transport projects in the midlands and mountainous areas of the North; have investment policies to strongly develop the transport infrastructure system, first of all vertical connections, so that by 2030 there will be no province without a highway passing through, while increasing horizontal connectivity; have specific policies to develop human resources for the region; pay attention to and have specific mechanisms to attract investment for localities in the region to be able to exploit the position of the province, especially in infrastructure development, high-tech agricultural development, tourism development, etc.
Concluding the meeting, Deputy Prime Minister Tran Luu Quang highly appreciated the opinions expressed; assigned the Ministry of Planning and Investment to calculate and organize thematic survey teams in localities and hoped that localities would continue to contribute opinions to the draft Resolution of the 14th National Congress.
The Deputy Prime Minister emphasized that the Region is a strategic location, especially important for national defense, security and environment. Recently, the Region has been facing risks of major damage due to natural disasters; institutional reform has not been timely and transparent; decentralization and delegation of power have not been effective; there is not enough legal corridor when decentralization is implemented; another major bottleneck is quality human resources. Therefore, it is necessary to focus on vocational training, ensuring that it meets market requirements; special attention should be paid to ethnic minority cadres and cadres working in ethnic affairs.
Along with that, it is necessary to promote stronger and more substantial regional and provincial linkages, in which transport infrastructure must be one step ahead as the basis for this linkage; it is necessary to review and re-evaluate the allocation of development targets for localities in a reasonable manner, avoiding imposition such as land use targets, targets on green energy development, clean energy; there need to be stronger mechanisms and policies to preserve forests, foresters can live from forests and become rich from forests; it is necessary to strongly develop tourism, increase revenue for local budgets./.
