(MPI) – The Minister of Planning and Investment has just signed and issued Directive No. 01/CT-BKHĐT on organizing the implementation of key tasks in the last 6 months of 2024 of the Ministry of Planning and Investment.

Accordingly, while the context and situation in the coming time are forecasted to still have many difficulties and challenges, both from outside and inside the economy, in order to achieve the set goals, the Minister requested all units under the Ministry to further promote the spirit of determination to reform, concretize the strategic vision, new development thinking into goals, targets, tasks, and breakthrough solutions, suitable to the new context and situation.

Taking institutional reform as a breakthrough and driving force for development; effectively organizing the implementation of newly issued regulations; proactively advising and proposing amendments to problematic and inadequate regulations and promoting decentralization and delegation of power. In particular, summarizing the piloting of specific mechanisms and policies for localities, road traffic works, removing obstacles for enterprises and projects in some localities... to advise on expanding effective policies. Ensuring the progress and quality of the work of amending the Law on Public Investment, the Law on Investment under the public-private partnership model, amending regulations on ODA management, foreign preferential loans, and building the Law on economic zones and industrial parks in the direction of promoting decentralization and delegation of power, maximizing resources and initiative of ministries, branches and localities.

At the same time, focus on advising, proposing solutions and removing difficulties and obstacles for enterprises, cooperatives and business households; research and develop appropriate mechanisms and policies to support enterprises, cooperatives and business households, promote the efficiency of FDI enterprises operating through on-site investment promotion. Research policy packages with large enough scale, suitable and feasible to support enterprises and promote new growth drivers such as chips, semiconductors, digital transformation, green transformation, etc.

Focus on promoting disbursement of public investment capital, striving to disburse public investment capital in 2024 to reach over 95% of the plan assigned by the Prime Minister; create conditions and environment to attract private investment and FDI capital. Continue to innovate thinking, promote new approaches according to the Law on Planning to effectively organize the implementation of issued plans, bringing planning into life. Focus on planning implementation; focus on developing and submitting to the Prime Minister for approval the plan to implement the plan, clearly identifying the key contents, progress and resources to implement programs and projects in the plan, ensuring flexibility, closeness to reality and meeting development requirements.

Strengthen the activities of Regional Coordination Councils to implement Regional Plans, promote regional linkages, and resolve inter-regional issues to create new growth drivers and poles for the country. Enhance analytical, forecasting and statistical capacity to better meet the requirements of timeliness, accuracy, objectivity, completeness and quality of macroeconomic advisory and management work.

Maximize the effectiveness of the National Innovation Center, as well as regional and local centers, to promote the building and development of a domestic innovation and creative startup ecosystem; support digital transformation for domestic enterprises.

In addition, focus on researching, developing and perfecting legal regulations for the establishment and operation of Investment Support Funds, Regional and International Financial Centers in Vietnam. Strengthen cooperation and organize economic dialogues with comprehensive strategic partners and strategic partners to attract multinational corporations and strategic investors in the fields of chips, semiconductors, artificial intelligence, etc.

Strongly promote economic restructuring, innovate growth models; build and perfect the green economic sector system, regulations on green transformation, and testing mechanisms for circular economic development.

The Directive clearly states 43 key projects and tasks of the Ministry of Planning and Investment in the last 6 months of 2024 that need to be focused on implementation. Accordingly, the Minister assigned the Heads of units under the Ministry to direct their units to focus on completing on schedule and ensuring the quality of assigned projects and tasks. Direct units to review and update the implementation status of tasks, especially outstanding tasks and tasks whose status has not been updated on the Document and Work Record Management System. Be responsible to the Ministry's leaders for the results of completing projects and tasks assigned to their units./.
