(MPI) – On August 12, 2024, the Ministry of Planning and Investment held a meeting with relevant units in the Ministry on the implementation of the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030" and Resolution No. 175/NQ-CP dated October 30, 2023 of the Government.

Speaking at the meeting, Deputy Minister Do Thanh Trung said that in order to implement the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030", ministries and branches must review and adjust the business processes related to administrative procedures in the electronic environment managed or directly resolved by ministries and branches to allow the use of electronic documents to replace paper documents, especially electronic documents integrated on electronic identification accounts when performing administrative procedures.
To carry out these tasks, the Deputy Minister requested units to review legal documents under the Ministry's state management related to electronic transactions to ensure compatibility and implementation conditions according to the Law on Electronic Transactions; at the same time, amend and upgrade Information Systems to ensure the creation of accessible electronic documents with legal value as paper documents, thereby eliminating the requirement for people and businesses to submit paper documents when performing administrative procedures.
At the meeting, representatives of the Department of Business Registration Management presented a report on a number of contents on the implementation of Project 06 and Resolution No. 175/NQ-CP dated October 30, 2023 of the Government approving the National Data Center Project. Delegates attending the meeting gave specific opinions on each issue mentioned in the report such as the set of indicators for directing, operating and assessing the quality of service for people and businesses in performing administrative procedures and public services in real time in the electronic environment, including component indicators such as publicity, transparency; progress, settlement results; digitization of records; provision of online public services; satisfaction level.
The Ministry of Planning and Investment is actively implementing the task of reducing and simplifying administrative procedures and documents related to population management as required by the Government in 19 specialized Resolutions. At the same time, digitizing records and results of administrative procedure settlement in accordance with the Government's regulations in Decree No. 45/2020/ND-CP dated April 8, 2020 on implementing administrative procedures in the electronic environment and Decree No. 107/2021/ND-CP dated December 6, 2021 on amending and supplementing a number of articles of Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementing the one-stop, one-stop mechanism in handling administrative procedures, linking digitalization with the performance of tasks of officials and civil servants in the process of handling administrative procedures; Do not require people and businesses to provide documents and results of administrative procedures that have been digitized in accordance with regulations.
Deputy Minister Do Thanh Trung requested units to continue to proactively review the procedures, specify the missing issues, and determine the database to ensure it is "alive, clean, and complete". When digitizing procedural records, units should self-evaluate whether the procedures are correct or not, and clearly format the data to serve the purpose of connecting information later. Clearly identify the needs, progress, and roadmap of the units and fully state them in the report to the Ministry's leaders so that the implementation of Project 06 and Resolution No. 175/NQ-CP dated October 30, 2023 of the Government achieve the best results./.
