In the first quarter of 2025, under the leadership and direction of the Provincial Party Committee, agencies, units and localities have effectively implemented political and ideological education for cadres, party members, civil servants, public employees and people of all walks of life; proactively grasped the situation and oriented public opinion, creating consensus in society.
Party committees at all levels organize the study, dissemination and strict implementation of documents such as: Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation; Conclusion No. 118-KL/TW dated January 18, 2025 on adjusting and supplementing a number of contents of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo (13th tenure) on Party congresses at all levels towards the 14th National Congress of the Party; Conclusion No. 121-KL/TW dated January 24, 2025 summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee (12th tenure) on a number of issues to continue innovating and streamlining the apparatus of the political system to be streamlined and operate effectively and efficiently; Regulation No. 232-QD/TW dated January 20, 2025 on the implementation of the Party Charter; Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo on implementing research and proposing to continue to reorganize the apparatus of the political system...
Organizational and personnel work has been actively implemented; projects and plans for rearranging and streamlining the apparatus of the political system have been developed and implemented in accordance with the regulations and orientations of the Central and the province; preparations have been made for the organization of Party congresses at all levels for the 2025-2030 term; the consolidation, improvement and quality improvement of grassroots Party organizations have been strengthened, and the work of creating sources and developing Party members has been urged. From the beginning of 2025 to March 15, the Provincial Party Committee has admitted 371 Party members, of which 115 are ethnic minorities (accounting for 31%). To date, the total number of Party cells in villages, hamlets and residential groups with Party committees is 1,534/1,577, reaching 97.27%.

Inspection and supervision work is strictly implemented. Internal affairs and foreign affairs are focused on. The work of preventing and combating corruption, waste and negativity is seriously and effectively implemented. The settlement of complaints and denunciations is handled according to authority and regulations. Agencies, units and localities synchronously and effectively deploy solutions to combat and prevent all types of crimes, maintain political security and social order and safety in the area.
The Fatherland Front and socio-political organizations at all levels constantly innovate the content and methods of operation to strengthen solidarity, gather union members, association members and people of all walks of life in implementing the Party's guidelines and policies, the State's policies and laws and patriotic emulation movements.
Local Party committees focus on directing winter-spring crop production; poverty reduction plans; temporary and dilapidated housing elimination programs; national target programs; One Commune One Product (OCOP) program for the 2021-2025 period; forest management, protection and development... Focus on improving the investment and business environment, enhancing competitiveness; supporting investors to learn, survey and implement projects in the area; paying attention to and creating conditions for the establishment and development of enterprises and cooperatives; implementing solutions to increase state budget collection, prevent revenue loss and carry out expenditure saving tasks.

Effectively implement the program to eliminate temporary and dilapidated houses.
At the conference, delegates focused on discussing the results achieved in the first quarter; pointed out the shortcomings and limitations that need to be overcome related to compensation, site clearance, disbursement progress of capital sources under national target programs, budget collection, mineral exploitation, etc.
Regarding the preparation for Party congresses at all levels, Colonel Nguyen Van Nghi - Deputy Political Commissar of the Provincial Border Guard Command - informed: To date, 34/34 Party cells under the grassroots Party Committees have held congresses. According to the plan, the congresses of the grassroots Party Committees will be completed in May and the Congress of the Provincial Border Guard Party Committee (term 2025-2030) will take place in mid-July 2025.
Regarding the implementation of the program to eliminate temporary and dilapidated houses, Secretary of the Kbang District Party Committee Nguyen Thanh Dung stated: The whole district has 512 temporary and dilapidated houses. Up to now, the district has started construction and repair of 80% of the total number of houses. However, the number of completed, handed over and put into use is not much. The district has received enthusiastic support from military units, but still lacks construction workers. Funding is not yet guaranteed while the price of materials and labor is increasing.
Secretary of Mang Yang District Party Committee Tran Dinh Hiep requested the armed forces units stationed in the area to support human resources to help families with limited income build and repair houses. At the same time, the competent authorities should support people to access preferential loans from the Social Policy Bank to supplement the construction and repair of houses. The province should soon direct the settlement of land for leveling so that the district can deploy the construction of some traffic routes at the grassroots level.
Chairman of the Provincial People's Committee Rah Lan Chung said: The issue of land leveling has been initially resolved. Currently, the province has successfully auctioned the right to exploit 9 land leveling mines for common construction materials in the districts of Ia Grai (2 mines), Kbang (2 mines), Kong Chro (1 mine), Phu Thien (3 mines) and Ayun Pa town (1 mine). Regarding the funding for eliminating temporary and dilapidated houses, there is still a shortage of more than 59 billion VND. The province has proposed to the Central Government to consider, balance additional support and develop a plan to launch donations to carry out the movement to join hands in eliminating temporary and dilapidated houses in the province in the coming time.
“In implementing the program to eliminate temporary and dilapidated houses, many localities have achieved encouraging results, but there are still some delays. We request that local Party committees and authorities focus on directing and implementing the program to ensure the progress and quality of the project,” the Chairman of the Provincial People's Committee emphasized.

At the conference, Standing Deputy Secretary of the Provincial Party Committee Chau Ngoc Tuan requested Party committees at all levels, agencies, units and localities to continue to do a good job of ideological work for cadres, party members, union members, association members and people; promote propaganda for the 50th anniversary of the Liberation of the South, national reunification and outstanding achievements of 50 years of socio-economic development, national defense and security... Party committees at all levels need to strengthen security work, synchronously deploy solutions to ensure traffic safety in the area.
Concluding the conference, Secretary of the Provincial Party Committee Ho Van Nien acknowledged and commended the results achieved in the first quarter of 2025. Especially the arrangement of the organizational apparatus of provincial and district agencies in accordance with the Central's policy. The Secretary of the Provincial Party Committee suggested: Along with the implementation of the arrangement and completion of the organizational apparatus of the political system, Party committees at all levels need to focus on leading and directing the implementation of tasks on socio-economic development, ensuring national defense and security and effectively implementing the program of eliminating temporary and dilapidated houses in the province, ensuring completion according to plan; proactively researching and developing a project to arrange commune-level administrative units; continuing to grasp the ideological situation, public opinion, and mood of cadres, party members and people of all walks of life.
Closely follow the documents of the Central Committee and strictly comply with the regulations, conclusions and directions of the Standing Committee of the Provincial Party Committee on issues related to Party congresses at all levels, recruitment of civil servants and public employees, arrangement of cadres, investment in basic construction, arrangement of organizational apparatus, etc.; strictly implement the conclusions of inspection and supervision at all levels.
The Provincial Party Secretary directed: After receiving the Central's policy, focus on arranging grassroots administrative units to ensure that the Party committees, agencies, and units are arranged to operate smoothly, effectively, and efficiently, without interruption of work, and without leaving areas or fields vacant. The Provincial People's Committee Party Committee and the Party Committees of the provincial Party agencies study the directive documents of the higher levels to provide specific instructions to localities in performing their tasks, especially the work of organizing Party congresses at all levels and arranging the organizational apparatus.
