During the meeting, the Deputy Prime Minister emphasized that this is a very difficult and complex issue, but one of paramount importance in unlocking a vast amount of resources from the State, businesses, and the people to serve socio -economic development. The violations in projects and land use mentioned in inspection reports, audits, and court rulings in several provinces and cities are related to historical legacies, changes in policies and laws over time, and violations in state management… Many of these violations cannot be rectified or addressed without specific mechanisms and policies.

"Removing the difficulties and obstacles in projects and land issues as outlined in inspection reports, audits, and court rulings in some provinces and cities is an important prerequisite for resolving similar projects and land issues nationwide," the Deputy Prime Minister said, while emphasizing the need to strictly implement the Politburo 's directive on removing long-standing difficulties and obstacles in projects and land issues as outlined in inspection reports, audits, and court rulings in some provinces and cities. This is an urgent task that must be carried out with utmost responsibility.

The Deputy Prime Minister requested the Government Inspectorate to incorporate the feedback and report to the Prime Minister on the restructuring and addition of members to the Task Force; ministries, sectors, and localities should closely adhere to the content, requirements, and tasks as directed by the Politburo. Provinces/cities, within their assigned authority, with the support, guidance, and participation of ministries and sectors, should proactively resolve difficulties and obstacles for projects and land issues in inspection, audit, and judgment conclusions; review and compile statistics on similar projects and land issues, and report to the competent authority for consideration of appropriate handling.

By August 15th, the Ministries of Natural Resources and Environment, Planning and Investment, Construction, Finance, Justice, and the State Bank of Vietnam will have completed reviewing the difficulties and obstacles in their respective areas of management (land, planning, bidding, auctions, reference to and application of precedents, etc.) in resolving projects and land issues mentioned in inspection reports, audits, and court judgments. Based on this, they will propose and report to the Task Force and the Prime Minister on necessary amendments and additions to mechanisms and policies within their specialized management authority, as well as to the Prime Minister, the Government, and the National Assembly.

In September 2024, ministries, sectors, and localities fully issued legal documents (circulars, regulations, standards, resolutions of the People's Council, decisions of the People's Committee) to resolve difficulties for projects and land issues arising from inspection conclusions, audits, and court judgments; and submitted to the Government and the Prime Minister for issuance of amending and supplementing decrees and decisions within their authority.

The Ministry of Justice, in coordination with relevant ministries, will develop and submit to the National Assembly a draft resolution on specific mechanisms and policies to address difficulties and obstacles related to projects and land issues arising from inspection, audit, and court rulings.

Speaking at the meeting, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai affirmed that Ho Chi Minh City will complete the assigned tasks according to plan. He expressed his hope that the Government would soon issue a decree amending several existing decrees, and that the National Assembly would pass a resolution on specific mechanisms and policies for projects and land with violations, as directed by the Politburo. He also requested that inspection, prosecution, and judicial agencies promptly issue conclusions on specific projects.
